Advertisement Amendment Regulations Passed In Patna Municipal Corporation: Agency Will Be Selected Through E-tender, 200 Percent Fine On Arbitrariness.

Jagran correspondent, Patna. The fourth special meeting of Patna Municipal Corporation Council was held on Friday at Hotel Maurya. In this, the draft of Patna Municipal Corporation Advertisement (Amendment) Regulations 2025 was discussed in the light of the provisions of Bihar Municipal Area Advertisement Rules 2023 and Bihar Municipal Area Advertisement (Amendment) Rules 2025. Advertisement amendment regulations were passed amid the suggestions. Mayor Sita Sahu presided.

The members unanimously demanded its implementation from the new financial year. Due to non-collection of advertisement fees since 2014, the Municipal Corporation is facing a loss of revenue of about Rs 70 to 120 crore every year. The loss in advertising fees so far is estimated to be Rs 840 to 1440 crore.

22 cases related to advertisements and hoardings are currently pending in the court. The empowered standing committee did not do its job properly on making the regulations, the councilors said. In the 10th general meeting of the Corporation Council held on February 7, many councilors had expressed disagreement over the proposed advertisement rules. After this a special meeting was called.

Councilor Vinay Kumar Pappu termed the public representatives' promotion of illegal advertisements as a sign of patronage and demanded the release of a white paper of 20 years' revenue. Also demanded investigation of agencies, recovery of dues, removal of illegal hoardings and strict action against the culprits. Councilor Satish Gupta demanded strict recovery of money from old defaulters.

Binod Kumar, member of the powerful standing committee, said that the rates for advertisements on public assets should also be fixed. Councilor Indradeep Kumar Chandravanshi, while taking action against illegal hoardings, also asked to see the advertisements of police post and traffic police post. Deputy Mayor Reshmi Kumari was also present in the meeting.

Agency will be selected through e-tender, 200 percent penalty for arbitrariness

For advertisement, zone has been determined for main main road, main road and other roads classified under Municipal Corporation. The registration fee is Rs 1,50,000 for three years, while the renewal fee has been kept at Rs 60,000. The agency will be selected through e-tender. 200 percent fine will be imposed for arbitrary behavior.

According to the proposals of Councilor Dr. Ashish Kumar Sinha, along with the physical verification of the zone, sub-zones will also be determined. Advertisement rates on public places and private land/buildings will be fixed at a minimum of Rs 50 per square foot. Dr. Ashish stressed on making the provision of fine strict and clear. Said that the provisions of Advertisement Rules 2023, not 2007, should be included.

Advertisement management unit will be formed in the corporation

In the special meeting, it was unanimously decided to form an advertising management unit. The corporation will supervise, coordinate and monitor all work related to advertisements in the area. It will also be responsible for ensuring compliance with rules, revenue collection and control over illegal advertisements.

After Railways, the corporation will also collect 25 percent fee from metro and airport advertisements.

On the lines of Railways, now the Municipal Corporation will collect 25 percent fee from advertisements in metro and airport premises. At present, the corporation is receiving 25 percent fee from the Railways from the advertisements displayed at the railway stations under its jurisdiction, and there are preparations to implement the same system at the metro and airport also.

Final draft will be released in 10 days

In the fourth special meeting of the Corporation Board, considering the suggestions of the members, it was announced to pass the Advertisement Amendment Regulations by including them. Municipal Commissioner Yashpal Meena said that all the suggestions received will be included in the regulation. A copy of the final regulations will be made available to all members within 10 days. After consensus is reached, it will be sent to the department and government for approval.

Councilors unanimously opposed the e-tender rule for municipal works. Demanded that the old tender system be implemented. E-tender is not suitable for small works. The Mayor assured that talks will be held with the Minister and the Chief Minister.
