State Bureau, Patna. If the delimitation of Gram Panchayats is not done before the elections, the head federation can also approach the High Court. On Wednesday, in the state-level executive meeting of Bihar Pradesh Mukhiya Mahasangh and other representative organizations in Patna, the proposal for delimitation of Panchayats was unanimously passed and meaningful initiative was expected from Chief Minister Nitish Kumar.
The meeting was presided over by Mithilesh Kumar Rai, State President of Mukhiya Mahasangh. He said that the delimitation of Panchayats in Bihar was done in the year 2001 on the basis of 1991 census. After that the population of Panchayats has increased almost two and a half times.
In such a situation, delimitation is very necessary. In many districts and blocks, the area of some panchayats is more than 10 square kilometers. Due to this, development work is being disrupted there and administrative negligence has increased.
At the same time, due to the formation of municipal bodies and expansion of their area, disintegration and reorganization of many Panchayats was done in a disorganized manner. This has given rise to serious discrepancies. During the reorganization, some Panchayat wards have been created whose population is only around 100.
Giving them ward status is a clear violation of the provisions of the 73rd Constitutional Amendment Act. According to the Constitution, it is mandatory to implement delimitation and reservation on the same basis after census every 10 years. Anuj Singh, Ramkumar Yadav, Harendra Prasad, Ramsubhag Singh, Ranvijay Singh, Lalmukti Paswan, Abhishek Kumar etc. were present in the meeting.
