On Monday, the first day of Parliament's winter session, Congress MP Renuka Chowdhary arrived at the Parliament complex with a dog. BJP MPs have strongly protested this incident.
When asked why she brought the dog to Parliament, Renuka Chowdhary said, "The government doesn't like animals. What's the harm in that?" She said,
"This is a small, harmless animal. Dogs are not the ones who bite and sting in Parliament."
BJP MP Jagdambika Pal expressed displeasure over her move, saying, "Renuka Chowdhary bringing a dog to Parliament is wrong. Action should be taken against her. Privilege does not mean abuse."
Congress MP asks, "What security concerns?"
Regarding Parliament's security concerns, the Congress MP said, "What protocol? Is there any law in place? I was on my way. There was a collision between a scooter and a car. This little puppy came running in front of me. It was wandering around the road. I thought it would get hit by the wheels, so I picked it up, put it in the car, came to Parliament, and sent it back."
She said, "The car is gone, and so is the dog, so what's the point of this discussion? The real ones who bite and maim are sitting in Parliament. They run the government. There's no objection to that. We take care of a mute animal. That became the topic of discussion, and the government has nothing else to do."
Violation of Parliamentary Rules
Bringing pets into Parliament is considered a violation of the rules. According to parliamentary law, this is illegal under the Parliament House Premises Rules of Conduct and Conduct and the Lok Sabha Handbook for Members.

According to these rules, only authorized persons, vehicles, and security-cleared materials may be allowed inside the Parliament House Premises. Pets are not permitted inside the premises. This rule is enforced by the Parliament Security Branch.

This handbook clearly states that no object, creature, or material that may compromise security or decorum may be brought into the House or the Parliament House. Pets fall under this category, and are therefore not permitted.
