Garbage Disposal Will Be Done According To New Rules On Garbage Mountains Of Delhi, MCD Changed The RFP Conditions For The Third Phase.

Jagran correspondent, New Delhi. The disposal of three mountains of garbage in the capital Delhi will now be in accordance with the Central Government's Solid Waste Management Rules 2026. For this, MCD has approved the change in the terms of Request for Proposal (RFP) to be invited for disposal of the remaining waste at the landfill under the third phase.

In the meeting of the Standing Committee of MCD, the conditions of the RFP issued for disposal of waste lying at Ghazipur, Bhalswa and Okhla landfills have been changed. Under this, all the new and old waste lying at the landfill has to be disposed of under the new rules. In such a situation, whichever agency participates in the RFP will now have to follow these conditions. According to a senior MCD official, the central government has notified the new Solid Waste Management Rules 2026. These are to be implemented in the entire country from April 1, 2026. Under the earlier rules, emphasis was laid on disposal of only two types of waste: wet and dry. Whereas in the new rules the waste has to be disposed of by separating it in four ways.

At the same time, to eliminate landfills, a rule has been made that only that waste will go to landfill which cannot be recycled or used for waste to energy. He said that since MCD will also have to follow the new rules, we have added new conditions on the disposal of garbage in these landfill sites.

It is noteworthy that Okhla landfill site is to be finished by July 2026 and Ghazipur by December 2027 while Bhalswa landfill is to be finished by December 2026. MCD has started the work of disposal of 30 lakh metric tonnes of waste under the second phase. After this, work will be done under the third phase for the garbage remaining at the landfill.

Councilors raised the issue of stray animals and dogs

In the Standing Committee meeting, the councilors did not seem satisfied with the action taken by the Corporation regarding destitute animals and stray dogs. While the councilors raised the issue of problems caused by stray animals, they also raised the issue of no action being taken against those who do not follow the rules despite the Supreme Court's order to set up feeding points for stray dogs.

BJP councilors Jagmohan Mahalawat, Rajpal Singh and Standing Committee vice-chairman Sundar Singh raised the issue of problems caused by the destitute cow. At the same time, BJP councilor Shikha Bhardwaj said that MCD has made feeding points for stray dogs but there is no information about where. Every day new cases are being reported of people being hunted by dogs.

Approval to give funds to RWA for improvement of parks

MCD has approved the revised policy of giving assistance amount to RWAs adopting parks. According to MCD, a uniform amount of Rs 13,500 will be provided to all RWA gardeners for the maintenance of Delhi's corporation parks. This will be monitored by the corporation administration.

It is noteworthy that the erstwhile Southern and Northern along with Eastern Corporation had different rates which have been unanimously approved by the MCD. At the same time, community centers will be used as skill development centres.
