Corporation personnel confiscate the vehicle and take it away in Bhagalpur Sandys Compound.
Jagran correspondent, Bhagalpur. The Municipal Corporation launched a special campaign on Tuesday to control the jam and traffic chaos caused by illegal parking in the city. As part of this anti-encroachment campaign, which started at 7 am, action was taken against vehicles parked illegally on roads and footpaths in various areas of the city. On the instructions of Municipal Commissioner Kislay Kushwaha, four teams were formed, which were entrusted with the responsibility of action in different areas. However, the teams also conducted joint operations during the day.
The Municipal Commissioner had set a target of seizing around 100 vehicles and collecting a fine of Rs 10 lakh. But after the whole day long operation, the corporation team could seize only 23 vehicles and a total fine of Rs 45,200 was collected. This amount was much less than the set target.
Action on VIP vehicle also
During the campaign, the car of the maternal uncle of Legislative Councilor Dr. NK Yadav was also seized with a Hydra machine on Medical College Road. A fine of five thousand rupees was imposed on this vehicle. Corporation officials said that there was no partiality in the action and the rules were applied equally to everyone.
In the same sequence, former mayor Dr. Veena Yadav also got his Swarg vehicle removed from the roadside on the request of the team. The corporation says that the objective of the campaign is not just to collect fines but to improve the traffic system of the city.
Car damaged while lifting from Hydra
Another car was damaged when it was being lifted by a hydra on Medical College Road. The vehicle owner raised questions on the functioning of the corporation and demanded compensation. He said that the vehicle was damaged due to negligence and it should be compensated. He also said that he will not take the vehicle until he meets the Municipal Commissioner and presents his views. This incident sparked a new debate regarding the corporation's action.
Citizens' protests and questions
When fine was imposed on vehicles parked on the roadside near Sandy's Indoor Hall, people who came for a morning walk protested against it. He said that they already pay tax to the transport department, hence imposing a separate fine is not appropriate.
Many citizens alleged that the Municipal Corporation has not yet developed adequate parking system in the city. There are neither organized parking spaces marked nor clearly posted no-parking or parking zone boards. In such a situation, drivers have limited options.
Local people said that unless the corporation provides proper parking facilities, mere action of fine collection will not provide a permanent solution to the problem.
recovery lagged behind target
Against the target of collecting fine of Rs 10 lakh, the recovery of Rs 45.2 thousand could not reach even 10 percent. This is raising questions on the effectiveness of the campaign. However, corporation officials say that this is the beginning and regular action will continue in the future also.
While reviewing the campaign, the Municipal Commissioner directed to increase the use of parking space available at Tilkamanjhi Bus Depot. He said that improving the traffic system in the city is a priority and strictness against illegal parking will continue in future also.
Former Mayor Dr. Veena Yadav said that the corporation should first develop parking spaces and provide facilities to the citizens. If strict action is taken after that, it will have a positive effect. Overall, this campaign of the Municipal Corporation was definitely an attempt to send a strong message against illegal parking, but its limitations were also exposed due to falling far behind the set target and opposition from the citizens. Now it remains to be seen with what strategy the corporation takes further steps towards improving the traffic system of the city.
