Jagran correspondent, Bareilly. Lakhs of rupees were embezzled in construction works in two gram panchayats of the district. Irregularities were taken in the construction of drains, CC road and Khadanja. On the allegations of the villagers, District Magistrate Avinash Singh conducted an investigation and issued show cause notices to the heads of both the Panchayats. The heads will have to respond to the notice in the office of the District Panchayat Raj Officer within 15 days, after which further action will be taken.
Two days ago, the powers of the head of Gram Panchayat Tursa Patti of Fatehganj Western Block were seized on charges of embezzlement. On the complaint of the villagers of Gram Panchayat Sukatiya Yakubganj of Damkhoda block, the District Magistrate had ordered a preliminary investigation to the Chief Veterinary Officer. In this, Assistant Engineer Construction Block-1 was included in the technical evaluation of construction works.
The officials submitted the investigation report to the District Panchayat Raj Officer's office. While investigating the allegations, the team found that while digging the road for the construction of CC road from Rampal's house to the temple, it was found to be 7.50 cm thick as compared to the proposed thickness of 10 cm. In the CC construction work from Natthulal's house to Tejpal's house, the thickness was found to be five centimeters instead of ten.
During investigation of CC and drain construction work from Bhagwandas's house to Phool Chandra's house, the proposed thickness of the road was found to be nine centimeters as against 10. Apart from this, in the CC and drain construction work from Shyamacharan's house to Shivcharan's house, the thickness of the road was found to be 9.50 cm as against 10.
Thus, Principal Arshad Malik and Secretary Sunil Kumar Mathur have been found prima facie guilty of using substandard material in development and construction works, ignoring standards, not getting quality work done, deviating from rules and standards and irregular payment, embezzlement and misuse of government funds.
In the second case, villagers had complained to Bhupa Devi, head of Gram Panchayat Mudiya Bhikampur of Nawabganj block. In this, investigation was given to District Food and Marketing Officer and Assistant Engineer Ruhilkhand Canal Bareilly. In the investigation, the CC road file lying from Tejpal's farm to Arvind's house was given, but a copy of the estimate was not included in it, due to which the investigation could not be completed.
The copy was not given even after repeated requests. Apart from this, during the investigation of the drain built from Buddhasen's house to Brahmadev, the work file was not presented, due to which the investigation could not be completed. While investigating the excavation and MNREGA work from Bahgul river, it was found that two estimates for the work were made which is not appropriate.
Thus, Principal and Secretary Rajpal were found prima facie guilty of using substandard material in development and construction works, ignoring standards, not getting quality work done, deviating from rules and not submitting records, embezzlement of funds. On this, notices have been issued to both the heads and they have been ordered to reply within 15 days.
