State Bureau, Patna. Deputy Chief Minister Vijay Kumar Sinha said in the Bihar Assembly on Friday that he had received the responsibility of Revenue and Land Reforms Department on 24 November 2025. Since then, with the cooperation of departmental officers, a massive campaign was started for the disposal of cases related to land disputes.

Due to public dialogue, digital system and strictness, pending cases related to land have reduced. Till now, the cases of revision and rejection of applications of 40 lakh farmers have been executed. He has till 31st March 2031

He said this while replying on behalf of the government after discussing the budget presented by the Revenue and Land Reforms Department for the new financial year 206-27. However, members of the main opposition parties, dissatisfied with the government's response, staged a boycott.

Deputy Chief Minister Vijay Kumar Sinha said that the effect of 'Bhoomisudhar Jankalyan Samvad' has started becoming visible in the state and now it will be taken beyond the divisional level and organized district wise. Division wise ‘Bhoomi Sudhar Jankalyan Samvad’ started from December 12, 2025, will now be organized district wise. In this, three major problems – filing-rejecting, refinement and land measurement – ​​are being targeted and solved on the spot and guidelines are being set for problems of similar nature.

He said that online filing-dismissal execution has increased from 75 percent to 84 percent, while the ratio of pending cases has come down from 25 percent to 16 percent. Whereas the performance of Parimarjan Plus has increased from 10 percent to 75 percent. The work is being expedited by setting a time limit of 14 days for dispute-free filing and rejection.

He said that due to public dialogue, digital system and strictness, pending cases related to land have reduced. Land related processes are affected by the complexity of law, procedural requirements and emotional connect of the society, hence the government has adopted a policy of ‘zero tolerance’ towards middlemen and land mafia. The system is being strengthened at both digital and physical levels.

He said that the role of police in land disputes has been limited. Now the police will intervene only when there is a law and order situation or on the request of the revenue officer. To resolve land related issues, camps will now be organized in zonal offices instead of police stations.

He said that to attract investment, it has been decided to create land banks in every district and for this, identification of government land has been expedited. Fake documents are a major cause of land disputes, hence instructions have been given to file mandatory FIR in such cases. The responsibility of issuing genealogy in urban areas has been entrusted to the zonal officers.

Most of the state's land records date from the cadastral survey period of 1890–1920. The revisional survey, which started in 1958, was stopped in 1975. Now the Revenue Campaign has been given momentum in the direction of accurate, simple and time bound land survey. A target has been set to execute 46 lakh pending applications by March 31, 2026. More than 34 lakh documents have been scanned so far.
