State Bureau, Lucknow. Action will be taken against officials who do not make arrangements for management of stray animals on highways and stray dogs in institutional areas.
The Urban Development Department has given information about necessary guidelines in video conferencing with officials of Public Works, Health, Transport, Animal Husbandry, Higher, Basic, Secondary Vocational Education, Sports, Home, Panchayati Raj Department.
In this, authorities, transport, public works department, NHAI will have to remove stray animals from their jurisdiction. Stray animals will be removed and fed in cowsheds or other animal shelters. NHAI, PWD will have to form patrolling teams for 24-hour monitoring of the highway.
Also, helpline numbers will have to be displayed at various places. The Chief Secretary and NHAI Chairman will have to hold the officials concerned personally accountable for the lapses or incidents.
Similarly, local bodies will have to identify government, private educational institutions, hospitals, sports complexes, bus stands, railway stations for the management of stray dogs. At least once every three months, an inspection will have to be done to ensure that the habitat of stray dogs is not being developed.
Stray dogs found within the premises will have to be immediately removed and sent to a shelter after sterilization and vaccination. Such dogs will not be released back to the same place.
The Animal Welfare Board of India has also been directed to issue guidelines for prevention and management of dog bites in institutional premises. Apart from this, availability of anti-rabies vaccine and immunoglobulin will also have to be ensured in government medical facilities.
