Jagran correspondent, Dehradun. The State Police Complaint Authority has given a major verdict in a case of illegal detention and beating after stripping. The authority has declared IPS officer Lokeshwar Singh (then Superintendent of Police, Pithoragarh) guilty and has sent a recommendation to the Uttarakhand Government Home Department to take disciplinary action against him. At the same time, orders have also been issued to provide adequate opportunity of hearing to the police officer.
Laxmi Dutt Joshi, resident of Mangalam Garments Old Bazaar, Pithoragarh, had given a complaint letter to the District Police Complaint Authority, Nainital on February 8, 2023. It said that on February 6, 2023, Superintendent of Police Lokeshwar Singh and six other policemen were beaten up inside the Superintendent of Police office in Takana, Pithoragarh, due to which they suffered serious injuries. He is undergoing treatment, whose medical report and X-ray report show injuries.
On April 18, 2023, Superintendent of Police Lokeshwar Singh gave an affidavit that Laxmi Dutt Joshi is a criminal type of person. A case is registered against him under Gambling Act in Kotwali Pithoragarh, obstructing government work and assault in Champawat, Goonda Act and criminal threatening in Kotwali Pithoragarh. Action for breach of peace has been taken against the villagers in a land related dispute. He was called for questioning in connection with the incident of setting vehicles on fire in Kotwali Pithoragarh area. Lakshmi Dutt denied any involvement in that incident. There was no assault on him on February 6, 2023.
On May 26, 2023, the complainant gave an affidavit that Superintendent of Police Lokeshwar Singh misused his position and in collusion with the leaders of local parties filed false cases against him. Hearing of all the cases is going on in the court. He has not been declared guilty in any case. One complainant is the son of a sanitation worker posted in the police department.
On February 6, 2023, he was kept in police custody and beaten up in the case of setting fire to fake vehicles. No case was registered against him. During the hearing in the State Police Complaint Authority that lasted for almost three years, both the parties were called to present their respective sides on different dates. On Wednesday, the bench comprising Justice NS Dhanik, Chairman Police Complaint Authority, members Pushpak Jyoti, Ajay Joshi, Mohan Chandra Tiwari and Dayashankar Pandey gave the verdict on the case.
In the investigation, the bench found Superintendent of Police Lokeshwar Singh guilty of calling the complainant to his office, stripping him naked, beating him and making him sit in the office for a long time. The bench ordered that the recommendation to take disciplinary action against the IPS should be sent to the Uttarakhand Government Home Department. Besides, the State Government was also directed to initiate action against the police officer and take action as per law by providing him adequate opportunity of being heard.
