Bihar Agricultural University (BAU), Sabour Bhagalpur.

Jagran correspondent, Bhagalpur. The wait for spring to return to Bihar Agricultural University (BAU), Sabour, is getting longer. In this university, which is considered the backbone of agricultural education and research in the state, 82 percent of the sanctioned posts have been lying vacant for years. The academic, administrative and research activities of the university are somehow being conducted with the help of only 18 percent permanent staff.

Presently BAU is facing severe faculty shortage. The responsibility of students' education rests on guest teachers and deputation teachers, while the situation of non-teaching staff remains even more worrying. Even attendants and assistants are not available in many departments.

There are 10 colleges and 13 research centers operating under Bihar Agricultural University, established on 5 August 2010. Despite this, the pace of the university is being affected due to acute shortage of teachers and staff from the headquarters to the subordinate colleges and research centres.

Arrangement through deputation and outsourcing

In the last five years, three new colleges have been established under the university, but the irony is that till now not a single permanent teacher or employee has been appointed in them. The studies are being conducted with the help of deputed faculty and guest teachers from old agricultural colleges.

Appointment proposals were sent to the state government several times by the university administration, applications were also taken for some posts, but due to procedural hurdles at the government level, the reinstatement could not be completed till date.

Situation of nun-teaching staff serious

Of the total sanctioned posts of non-teaching staff, 82 percent are vacant. Through outsourcing, workers are being employed on honorarium, but this system is proving to be a hindrance in sensitive and responsible work.

Three new colleges, not a single permanent faculty

"Information about the problems of Bihar Agricultural University has been received. Serious initiatives will be taken to remove the obstacles in the recruitment process. Our objective is to better incorporate science in agriculture, shape the future of the students and make the farmers prosperous."
