State Bureau, New Delhi. The Privilege Committee of the Delhi Assembly has directed the Additional Chief Secretary (Home) of the Punjab Government to submit a written reply by 12 February 2026 in the matter of action taken by the Punjab Police. Besides, a written reply has also been sought from the Director General of Police (DGP) of Punjab and the Police Commissioner of Jalandhar.
This action is related to non-providing of information and documents sought by the Delhi Assembly Secretariat and the conduct of Punjab Police officers. It is known that in view of the seriousness of the matter, Assembly Speaker Vijendra Gupta had yesterday handed over the investigation of this entire episode to the Privilege Committee. This action has been taken on the basis of the complaint submitted by Delhi Cabinet Minister Kapil Mishra on February 4, 2026 and the note placed before the committee on February 4, 2026. After reviewing the replies given by the Punjab Police officials and the non-provided documents sought by the Delhi Assembly Secretariat, the matter has been handed over to the Privilege Committee for investigation and report. This matter pertains to the action taken by the Punjab Police in relation to the statements given in the House of Delhi Assembly on January 6, 2026. The case arose out of a First Information Report (FIR) lodged on the complaint of a private individual and public statements by the Punjab Police regarding tampering (edited or doctored) of a video clip of the Assembly proceedings. It is noteworthy that this topic is directly related to the privileged proceedings of the House. After examining the replies received from Punjab Police officials and the material placed before the Secretariat, Delhi Assembly Speaker Vijendra Gupta has concluded that prima facie a case of breach of privilege and contempt appears to be made out. Therefore, this matter has been handed over to the Privilege Committee of the Delhi Assembly for examination and report. The Privilege Committee has been instructed to investigate the conduct of the concerned officers and other persons found involved in this matter and present its report before the House as per the rules.
