Soban Singh Gusai, Jagran Dehradun. Keeping in mind that Uttarakhand should get better health services nearby and people do not have to race to Delhi, AIIMS in Rishikesh was constructed under the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY).
Its foundation was laid on February 2, 2004. This institute was established in 2012 and gradually OPD, IPD and other facilities started. But, with time, the name of AIIMS Rishikesh started becoming more associated with scams instead of health facilities.
So far, CBI has registered four cases in connection with the scam worth crores in AIIMS. The name of former AIIMS director Professor Ravikant is also included in two lawsuits.
CBI has also filed chargesheet in two of these cases, while investigation is still going on in two cases.
Although all the scams in the institute were done keeping an eye on them, but the scam that took place in the purchase of sweeping machine surprised everyone. The AIIMS Tender Evaluation Committee (TEC) purchased the machine, which was six months old, at a cost of Rs 2.40 crore.
Most of the parts in the machine were replaced and new ones were installed. This machine was imported from abroad by middleman Mahendra alias Nanhe, who had no knowledge of technology. According to the terms of the tender, the machine should have had a guarantee of five years, but the machine failed after running for 24 hours.
M/s Eureka Forbes Limited, Kolkata and M/s Iota Engineering Corporation, Haryana, which were excluded from the tender, protested against it and corresponded with the institute, but everyone maintained silence.
In connivance, the accused had ordered the sweeping machine even before the work order. After issuing the tender, the machine was brought to the institute.
Scam worth crores done in other purchase tenders also
CBI had registered another case in August 2023 in the scam of purchase of equipment in AIIMS. The tender process was conducted between January 8, 2019 and February 22, 2019 for the purchase of advanced vessel sealing equipment at AIIMS Rishikesh.
In which Balram G Omer, Additional Professor, Department of Microbiology, working in AIIMS Rishikesh was appointed Procurement Officer and Coordinator.
Earlier, AIIMS Rishikesh had purchased the equipment at the rate of Rs 19 lakh 90 thousand per unit, the same seven advanced vessel sealing devices were purchased at the rate of Rs 54 lakh per unit for a total of Rs 3 crore 83 lakh.
Investigation also found that these equipment, purchased at a cost of crores, were not used for three years. A scam of more than Rs 6.57 crore was committed in this purchase.
Scam of Rs 2.73 crore in establishment of Coronary Care Unit
A scam of Rs 2.73 crore was also revealed in the establishment of Coronary Care Unit in AIIMS. Former director Dr. Ravikant, along with the then Additional Professor Radiation Oncology and the then store keeper, committed a scam of Rs 2.73 crore.
Even the files of this scam, which happened with the connivance of the contractor, were made missing. In this case, Anti Corruption Bureau (ACB), CBI registered a case on 26 September 2025 against former AIIMS Director Dr. Ravikant, then Additional Professor Radiation Oncology Rajesh Pasricha and then store keeper Roop Singh.
