In the first phase, new presidents will be made in the districts. This experiment will also take place at the block and state level. Congress is running an organization creation campaign across the country.

Under this, there will be change in Bihar also. AICC has deployed central observers in six states for this. 29 observers have been made for Bihar. He has been given the responsibility of selecting district presidents.

Bhajanlal Jatav, Ashok Singh, Arun Yadav, Satyanarayan Patel, Amba Prasad, Nilanshu Chaturvedi, Nilesh Patel, Ranvijay Singh Lochab, Rajesh Kachhap, Vinod Sultanpuri, Malendra Ranjan, Aftab Ahmed, Maman Khan, Shweta Singh, Himmat Singh Patel, Rao Dan Singh, Sanjay Kapoor, Sangeeta Beniwal, Dr. Ragini Nayak, Jaishankar Patnaik, Debashish Patnaik, Abdul Hannan, Maqsood Khan, Manas Chaudhary, Shamina Shafiq, Neetu Verma, Yogesh Dixit and Akhilesh Shukla.

For a long time, the appointment of district presidents of Congress in the state has been done as per the wish of the state president. Current state president Rajesh Ram had also appointed people of his choice as district heads.

The media panel for the state Congress has been announced. A communication strategy group has also been formed. In this, apart from MLA Shakeel Ahmed Khan and MP Ranjita Ranjan, party officials Dr. Chandan Yadav, PC Mishra, Sanjeev Singh, Sarbat Jahan Fatima and Dr. Ajay Upadhyay have been kept.

Rajesh Rathod, Amita Bhushan, MLA Anand Shankar, Dr. Pratima Das, former MLA Amit Kumar Tunna, Poonam Paswan, Dr. Rajeev Ranjan Prasad, Prof. Rupam Yadav, Shishir Kumar Kaundilya and Snehasish Vardhan Pandey have been made spokespersons.
