State Bureau, Chandigarh. Many important decisions were approved in the cabinet meeting held in Chandigarh on Saturday under the chairmanship of Chief Minister Bhagwant Mann.
Giving information about the decisions of the cabinet after the meeting, Finance Minister Harpal Cheema said that the cabinet has reduced the limit for filing objections and appeals under the Mera Ghar Mere Naam scheme from 90 and 60 days to 30 days.
For this, amendment in Punjab Abadi Deh (Record of Rights) Act, 2021 has been approved. Similarly, it was decided to amend Section 12(4) of the Act to reduce the period for disposal of appeals from 60 days to 30 days.
This step will further speed up the process of resolving objections and appeals, which will greatly benefit the public. Harpal Cheema informed that in an important step to promote industrial growth and improve the financial condition of businesses in the state, the Cabinet has also approved a historic amendment to the Industrial and Trade Development Policy 2022.
He said that in order to bring the youth forward under the Ease of Doing Business in Punjab, where earlier there was a bank guarantee, now corporate guarantee has been added to it.
That is, the property of the person who avails exemption in stamp duty will be registered with the Revenue Department. This will be done until the outstanding amount of the government is cleared.
Taking another important decision, the Cabinet will consider any land in any urban area whose value is more than Rs 20 crore as chunk sites. Earlier, only big lands came under this, although even small lands in cities were worth more than twenty crores.
The government has taken this step so that on selling such lands under Municipal Council areas, money can be taken in installments from the buyer. There is already such a provision in the Urban Development Department but now it has also been linked with Municipal Corporations etc.
For this, the Cabinet also approved amendments in Rules 3 and 16 (1) of the Punjab Management and Transfer of Municipal Properties Rules, 2021. The Finance Minister claimed that this will increase investment, competitive bidding and attract significant investment in urban development.
The Cabinet also approved re-allocation of 253 acres of land of Guru Nanak Dev Thermal Plant in Bathinda, which was transferred to the Housing and Urban Development Department.
It has been decided to transfer twenty acres of the thermal plant's thirty acres of land to Bathinda Development Authority. A bus stand will be built on the remaining ten acres of land.
There has been a proposal to build a bus stand for a long time on this land of Guru Nanak Dev Thermal Plant located on Bathinda-Abohar Road, which was stalled due to opposition from the traders around the old bus stand.
Not only this, Powercom was also opposing the sale of the plant land. Finance Minister Harpal Singh Cheema said that since this land is situated on the highway, the government is expecting good revenue from it.
Sources said that there is also an idea to cut two more colonies on this land of the thermal plant. The bus stand will be constructed by PRTC for which the land will be transferred to them. Its price will be decided by the Deputy Commissioner of Bathinda.
