Big Decision Of Chandigarh Municipal Corporation! Third Party Audit Of Every Work, Transparency Will Increase, Questions Will Not Be Raised On Quality.

Corporation officers are accused of excessive estimate amount in many tenders.

Balwan Kariwal, Chandigarh. Now the Municipal Corporation will conduct third party audit after each of its works is completed. This audit will be to check the quality of work. It will be ascertained whether the terms, conditions and quality fixed in the tender are truly on the ground level or not. For this, the corporation is starting the process of getting audit done by an independent agency.

Municipal Corporation Commissioner Amit Kumar has ordered a third party audit. On the orders of the Commissioner in the last meeting of the House, the officials have started preparations for this. For the first time, there will be third party audit of every work like this.

In many tenders, there are allegations like excessive estimate amount, favoring a favored company or corruption in the allotment process. After this, issues like poor quality of work at the ground level and delays are common. To end this and increase transparency, the Municipal Corporation has decided to conduct third party audit of all these. Questions have been continuously raised on the quality of works. The road built in the ward of former mayor Harpreet Kaur Babla was broken within one to two months. This had also become a big political issue. Negligence of the contractor had come to light in the case.

Similarly, in Raipur Kalan Gaushala, there was a case of the machine of animal carcass disposal plant breaking down within six months of its installation. Due to this, the last rites of the dead bodies could not be performed on time. A lot of work related to the quality of roads has come to the fore.

There has also been continuous delay in the work related to biomining of waste in the dumping ground. Now if third party monitoring of such works continues, the contractors will also work carefully.

Three experts of IIC will sit in the corporation office

The Corporation will seek support from International Innovation Corps (IIC) to reduce mixed waste and strengthen waste segregation at source level. According to the Solid Waste Management Rules 2016, waste segregation at source is mandatory in all cities of the country. It is also an important parameter for better ranking in Swachh Survekshan under the guidelines of Ministry of Housing and Urban Affairs.

Chandigarh is facing challenges in this, due to which the Corporation has prepared a proposal for partnership with IIC. IIC is a social initiative of the University of Chicago Trust, which works in areas like digital health, education and social innovation. The three-member team of IIC will work with the Municipal Corporation for 15 months.

This team will help in strengthening the institutional capacity of the Corporation, improving operational systems and developing sustainable and scalable models of waste management. The corporation will not incur any expense on this. The Corporation will only have to provide field assistance and work space.
