Anil Thakur, Shimla. Himachal Government has taken a big decision for qualitative improvement in technical education. For better utilization of faculty in government engineering colleges, 'Functional Equivalence Model' has been implemented. This will be applicable to the posts of Assistant Professors and Associate Professors working in Applied Science and Humanities subjects (Physics, Chemistry, Mathematics, Management and English) in engineering colleges. These teachers can be assigned the duty of teaching in any engineering college of the state. This will be an alternative arrangement, which will neither be considered deputation nor transfer.

Teachers will not be able to deny this, because now it has been provisioned in the rules. The existing sanctioned posts of Applied Science and Humanities subjects will be treated as a common academic pool. It will be mandatory for assistant professors working in colleges to teach 16 hours per week and for associate professors, it will be mandatory to teach 14 hours per week. The department has taken this decision in view of the qualitative improvement in the technical education department.

The department implemented the decision after cabinet approval.

The department claims that this decision will prove to be an important step towards eliminating the shortage of teachers in institutions and improving their quality. This proposal was discussed in detail in the recently held state cabinet meeting. After cabinet approval, the department has implemented it.

There are three categories in engineering colleges: Professor, Assistant and Associate Professor. In some colleges all three posts are filled, while in some the posts are vacant. Applied Science and Humanities subjects are not taught in all the semesters in engineering colleges, in the institutions where these three posts are available, many times the teachers do not have classes to teach. The Department has decided that it will be considered functionally interchangeable for workload distribution and academic rationalization. This will not affect the cadre structure, salary, hierarchy or seniority of teachers. The temporary teaching workload will be allotted by the Directorate of Technical Education every year on the basis of student strength and institutional requirement.

This is how the rules will apply

According to the new rules, an Academic Pool Register will be created in the Directorate, in which complete details of qualification, expertise, workload, parent college and functional deployment of all the Assistant and Associate Professors of Physics, Chemistry, Mathematics, Management and English subjects will be recorded. Teaching workload will be given only as per AICTE rules. The teacher concerned will not be considered on transfer or deputation if he is functionally posted in any other college. Salary, leave and service related records will be maintained by the parent institution only. No TA, DA will be payable for this type of academic posting.

Promotion will not be affected

The government has also clarified that this arrangement will not affect the basic post, cadre, pay scale and seniority of the teacher and will not create any right for permanent appointment in the host institution.
