The provisions made for the Minor Water Resources Department and the Water Resources Department in the General Budget of Bihar have raised hopes of providing great relief to the farmers, especially of Amarpur block. Agriculture based areas are expected to get direct benefits due to the government giving priority to water conservation, expansion of irrigation and dealing with the problem of floods and water logging.
Farming in Banka and Amarpur areas is still largely dependent on monsoon, hence these provisions of the budget are considered very important for the farmers.
Prakash Singh, a progressive farmer of Dharmarai village, said that after the budget, the path will be paved for the construction and renovation of Pan Dand, Vilasi River originating from Chandan River, Dand-dams neglected for years as well as the check dam being built near Dharmarai. This will improve irrigation facilities and farmers will get direct benefits.
Amod Singh said that the proposal for renovation of tube wells, ahar-pins, ponds and construction of new check dams under the Minor Water Resources Department will provide permanent option of irrigation to small and marginal farmers.
Ramkumar Gore said that these schemes will promote the cultivation of Rabi and Garma crops, which will reduce the cost of farming and increase the income. Sarvotham Kumar said that due to the emphasis given by the Water Resources Department on repair of canals, new irrigation schemes and water flow improvement, the water problem that has been going on for years in the areas adjacent to Amarpur, Shambhuganj and Katoria is expected to reduce.
Farmer Sanjeev Mishra said that more than two dozen dams, ponds and irrigation sources have been renovated in the Amarpur area in the last five years. If the plans announced in the budget are completed on time, there will be a massive expansion in the cultivation of paddy and wheat as well as vegetables and pulses.
The proposals in the budget to control flood and deal with water logging are also considered important for Banka district. The plan to strengthen the embankments and improve the drainage system to reduce the damage caused by submergence of fields in low-lying areas during the rainy season will provide relief to the farmers as well as the common people.
