The calendar of the budget session of Haryana Assembly has been decided and now all eyes are fixed on March 2, when the budget estimate for the year 2026-27 will be presented in the House. As Finance Minister, Chief Minister Nayab Singh Saini will present a huge budget of about Rs 1.25 lakh crore.
On the first day of the session, Assembly Speaker Harvinder Kalyan finalized the possible program by presenting the first report of the Business Advisory Committee (BAC) in the House. As per the recommendation of BAC, the budget will be presented on March 2 at 11 am.
General discussion on budget estimates will begin from March 5, which will proceed in a phased manner. From March 10 to 13, departmental standing committees will consider the budget estimates in detail. After this, the reports of the committees will be tabled in the House on March 16 and after the reply by the Finance Minister on March 17, the budget will be discussed and voted on. The Appropriation Bill will also be presented on the same day.
Question Hour from 23rd to 27th February
The session started on 20 February with the Governor's address. After this, there will be general discussion on Question Hour, Zero Hour and Governor's address from 23rd to 27th February. Voting will be held on the Chief Minister's reply and motion of thanks on 27th February.
Supplementary estimates (third installment) for the year 2025-26 will be presented on 26 February and discussion and voting will also take place on the same day. Besides, there will also be proposals under Rule 121 and nominations of four elected committees.
Meeting hours and holidays
According to the BSP report, there will be change in the timing of the meeting on different dates. Some days the meetings will run from 11 am to 5 pm and some days from 2 pm to 6 pm. There will be holidays on 21st, 22nd February, 28th February, 1st March, 3rd, 4th March, 7th, 8th March and 14th, 15th March.
The meetings of departmental standing committees to be held from March 10 to 13 are also being considered important, because in these there will be an in-depth review of the expenditure and proposed allocation of various departments.
On March 18, motions regarding continued meeting along with question hour under Rule 15 and indefinite adjournment under Rule 16 will be presented. Reports of various committees will also be presented on the same day.
