State Bureau, New Delhi. The Commission for Air Quality Management (CAQM) has taken a major step to control dust pollution in the National Capital Region (NCR). CAQM has issued strict guidelines for the management of construction and demolition waste. Its objective is to prevent dust blowing from construction and demolition (C&D) projects and ensure scientific management of debris.
New rules will come into effect from April 1, 2026
These instructions are in line with the newly notified Environmental (Construction and Demolition) Waste Management Rules, 2025, which will come into effect from April 1, 2026. The Commission found that despite repeated instructions, there was negligence in the handling and transportation of debris. Due to this, the level of PM 10 and PM 2.5 in the air is increasing dangerously.
Key guidelines for municipal bodies and project builders
The Commission has given the following strict orders to the Municipal Corporations and Development Authorities of Delhi and NCR:-

The state governments of NCR and the Delhi government have been directed to create an integrated "web portal". Apart from this, GPS tracking and geo-tagging of collection centers will be done to monitor the transportation of debris so that the waste is not dumped illegally in the open. The Commission has clarified that heavy fines and punitive action will be taken against those who violate dust suppression rules at construction sites.
