The Delhi government has directed the secretaries and administrative heads of all its departments to fully cooperate with the assembly committees and compulsorily attend their meetings. Officials said on Tuesday that this step has been taken to ensure transparency in government functioning and accountability to the legislature. The circular issued by the General Administration Department (GAD) on Monday made it clear that administrative secretaries will have to attend the meetings of the committees when called by the Assembly Secretariat. These committees continue to seek the presence of senior officers to discuss, make presentations or obtain information on matters related to various departments. However, in special circumstances, if the Administrative Secretary is unable to attend, any other senior officer having complete knowledge of the subject may be sent to the meeting with prior approval. The GAD circular emphasizes that there should be no delay in smooth conduct of meetings and timely submission of necessary information and records. Additionally, Administrative Secretaries have also been directed to timely submit reports, documents and other materials sought by the committees. According to Assembly Secretariat officials, this directive will make the legislative process more streamlined and ensure direct access to the Assembly to the expertise required for effective governance. This will also provide support to key decision makers of departments for policy-level discussions.
