Karam Dam Accident: 350 Page Investigation Report Submitted; Five Engineers Including CE And Superintending Engineer Guilty

After three and a half years, a detailed investigation report has been submitted to the government in the case of bursting of Karam Dam built under Karam Irrigation Project in village Kothida of Dhar district. In this 350-page report, a total of five engineers including the Chief Engineer (CE) and the Superintending Engineer have been held guilty. A hearing will be held against these accused officers on February 17 by the Chief Engineer of the Water Resources Department.

Three engineers have been given a clean chit in the investigation due to lack of evidence. It is noteworthy that the Karam Dam, being constructed by New Delhi's ANS Construction Company at a cost of Rs 304.44 crore, was damaged in August 2022, after which the matter came into limelight.

The allegations against these engineers were proved

According to the report, the allegations leveled against Chief Engineer in-charge Narmada-Tapti Cachar CS Ghatol, then Superintending Engineer Water Resources Division Dhar P. Joshi, then Executive Engineer BL Ninama, then Sub-Divisional Officer Vikar Ahmed Siddiqui and then Deputy Engineer Vijay Kumar Jathap have been found proven.

Whereas the allegations against the then Deputy Engineer Rajendra Kumar Srivastava, Ashok Kumar Ram and Dashwanta Sisodia could not be proved, due to which they have been acquitted from the investigation.

Negligence is considered the cause, not excessive rainfall.

The investigation report clearly states that damage to a medium grade dam under construction during rains is not a normal incident and it cannot be dismissed as a natural disaster caused by excessive rainfall. The report also clarifies that the argument that there was no loss of life does not mitigate the misconduct of the guilty engineers.

Government suffered financial loss

In the report, quoting Collector Dhar's letter dated February 3, 2026, it has been said that after the Karam Dam accident, a total compensation of Rs 14 lakh 70 thousand 398 was given to the affected farmers and other people. This includes Rs 1 lakh 94 thousand 419 for freezing of soil on agricultural land, Rs 9 lakh 90 thousand 679 for crop damage, Rs 2 lakh 30 thousand for damage to brick kilns and Rs 1 lakh 15 thousand 300 for damage to houses. In this way, the government had to suffer significant financial loss due to the accident.
