State Bureau, Lucknow. The system of divisional-wise hearing by the commissioners in the State Information Commission has been abolished. In the new system, second appeals/complaints of any district will be allotted directly to the Information Commissioners through the software.

Chief Information Commissioner Dr. Rajkumar Vishwakarma has now implemented this system permanently in the Commission after the trial.

Commissioners in the Information Commission were allotted divisions for hearings. In this system, second appeals/complaints from the divisions came for hearing before the Commission, they were listed in the court of the Information Commissioners looking after the respective divisions.

Generally, there is a fixed arrangement for hearing a maximum of 2,500 appeals after one Information Commissioner, but in the earlier system, some Information Commissioners had more hearings and some had more hearings.

In the new system, now the Information Commissioner who has comparatively less cases, after the appeal is registered, the appeal will be listed in his hearing room. This entire process will be done automatically through the software in the Commission.

If any appeal of an applicant is already pending before any Commissioner and he has filed an appeal again, then the new appeal will be listed with the same Commissioner where his case is already pending.

Let us tell you that from January 5 last year, a new software related to complaint and appeal tracking system was started. Under this, arrangements are being made for e-filing of complaints and second appeals, online and offline hearing of complaints as per the option given by the appellant.

It is noteworthy that apart from the Chief Information Commissioner, there are 10 Information Commissioners in the Commission, but at present one post of Information Commissioner is vacant.
