Goa is the only state in the country where the number of voters has decreased.
Digital Desk, New Delhi. The final voter list released by the Election Commission of Goa on Saturday has revealed an important and unusual trend. After the Special Intensive Revision (SIR) that lasted for almost four months, a huge decline in the number of voters has been recorded in the state. There is a reduction of 2.5% voters in the final list compared to the draft voter list and by 10.8% compared to the list before revision.
In the nine other states and union territories in the country where SIR has been completed so far, the number of voters has increased between the draft and the final list, while Goa is the only state where it has declined.
What do the figures say?
Before the special intensive revision began, a total of 11,85,034 voters were registered in Goa on October 27. In the draft list released on December 16 after the enumeration phase, this number came down to 10,84,992, a decrease of 8.4%. After this, the total number of voters in the final voter list further reduced to 10,57,666.
According to a press release issued by the state Chief Electoral Officer (CEO), out of 10,84,992 voters included in the draft list, only 9,02,589 names were mapped from the previous SIR roll, while 1,82,403 voters were found unmapped.
Besides, logical discrepancies were also found in 58,923 cases in the mapped voters, which included errors like difference in father's name, unusual age difference with parents or grandparents and mention of more than six children.
Difference between draft and final list
A total of 24,949 applications for inclusion or change of residence came during the period of claims and objections. Of these, names were added on the basis of 12,166 applications, while names were deleted in 3,812 cases. Altogether 39,592 names were deleted and 12,166 were added between the draft and the final list, giving a net deletion of 27,426 voters.
According to Chief Election Officer Sanjay Goyal, a total of 1,27,468 voters' names have been removed compared to the initial list of SIR, which is about 10.75% of the total voter list. These also include 428 people who had obtained Portuguese passports, but their names were still registered in the voter list.
Where did voters decrease the most?
If seen area wise, the maximum number of 11,657 names have been cut in Vasco da Gama assembly constituency. After this, names of 9,389 voters in Cortalim and 5,489 voters in Dabolim were removed. In North Goa, 4,947 names were deleted in Taleigao and 4,274 names in Panaji.
The final list includes 5,11,436 men, 5,46,121 women and nine third gender voters. The percentage of new voters in the 18–19 age group has increased from 0.5% in the draft list to 0.89% in the final list. The Commission said that citizens who have objections to the final list can file an appeal or a new form as per the rules.
