State Bureau, Chandigarh. In Haryana, primary teachers (JBT and PRT), head teachers and language teachers (C&V) will now be able to easily change their district. The Cabinet has approved the Cadre Change Policy 2025 for District Cadre Teachers.

The state government has made changes in the policy of the year 2018 to improve teacher satisfaction, transparent inter-district transfers and better educational environment in schools. New stations will be allotted to all teachers before April 1. From April 1, teachers will join their new station so that studies can start from the new academic level.

The new policy has been formulated keeping in mind the long pending demands related to difficult posting locations, geographical limitations and equity in teacher deployment. Its objective is also to provide staff as per requirement in schools.

In the new policy, transfers will be based on merit. Maximum 60 marks will be given for age. A maximum of 20 additional marks will be given to women teachers and special categories like disabled employees, suffering from serious illness, widows, divorcees, unmarried women above 40 years of age, spouses of military/paramilitary forces employees and parents of disabled children. Teachers who have been penalized will have 10 marks deducted.

Special category teachers will be given 80 merit marks, which will give them priority in the cadre change process. This category is for teachers who are on retirement within 12 months from the eligibility date. Those who are undergoing treatment for a serious illness like cancer, dialysis, recent bypass surgery or organ transplant, or have more than 70 percent disability, or widowed teachers whose youngest child is up to 10 years of age, have been kept in a special category.

To prevent teacher-shortage districts from being affected, the policy has a provision that cadre change will not be permitted from districts where the existing staff is less than 95 percent of the requirement. Teachers appointed for Mewat cadre in Nuh district will not be eligible for cadre change outside the district.

A grievance redressal mechanism has also been proposed, according to which teachers can submit their grievances within five days of the issue of cadre change order. These complaints will be resolved within three days by a committee constituted by the competent authority.
