Under the Bihar Public Grievance Redressal Act, the Departmental Secretary and Second Appellate Authority, Panchayati Raj Department has issued an important order on 10 February 2026. According to the order, instructions have been given to the District Magistrate, Purnia to remove the head of Sahuria Subhay Milik Panchayat of the block from his post if he is found guilty of embezzlement of funds related to the scheme related to the 15th Central Finance Commission.
The Second Appellate Authority has held both the then retired Panchayat Secretary Ashok Kumar Rai and the Panchayat Mukhiya equally guilty. A form was already prepared for the Panchayat Secretary. This order was issued after hearing all the parties in the light of the complaint filed on October 6, 2025 by Vipin Kumar, resident of Ward No. 11 of the Gram Panchayat.
During the hearing, the Appellate Authority also studied the final decision passed by the First Appellate Authority cum Divisional Commissioner, Purnia and the report of the three-tier inquiry committee of Zilla Parishad, Purnia. The investigation found that departmental instructions were not followed at many levels in the implementation of the scheme, due to which both the secretary and the head were clearly found guilty.
In the order, the District Officer has been directed to take legal action against the culprits in the light of the decision of the First Appellate Authority. Also, the recovery process should be started after calculating the financial loss. Dismissal action should be taken against the head under Section 18(5) of the Bihar Panchayat Raj Act 2006.
As soon as this order of the Second Appellate Authority came, the stir in local politics has intensified. People are discussing this matter at Panchayat and block level. The officials are now ready for the next action, and all eyes are on the action of the District Magistrate. Experts say that this decision will help in ensuring accountability and financial transparency at the Panchayat level.
