Anil Thakur, Shimla. The Education Department has taken strict steps to curb the arbitrariness of private schools in Himachal Pradesh. The department has instructed all private schools in the state to first discuss with parents to decide the fee structure for the new academic session. There should be transparency in school fees and other charges and funds taken from students. For this, all private schools should organize General House through Teacher Parents Association (PTA) before the start of the academic session. The fees for the upcoming session and other types of charges charged by the school should be discussed in the meeting.

Information will have to be given on the notice board after the meeting

The fees and other charges will be decided as per the decision taken in the meeting. Post its complete details on the school notice board. Apart from this, display it clearly on the school website also, so that parents can get complete information.

On behalf of Director School Education Department Ashish Kohli, a letter has been issued to the Deputy Directors of all the districts in this regard. It has been said that these orders should be strictly followed, so that no kind of robbery happens to the parents.

strict stance on arbitrariness

The Directorate of School Education has taken a tough stance on the arbitrariness being done by private schools regarding books, notebooks and school uniforms. The department has said that no private school can force parents and students to buy books, notebooks, uniforms or shoes from designated shops. According to the directorate, many private schools are pressurizing parents to buy educational materials and uniforms only from designated shops. Taking this seriously, the department has instructed all private schools to strictly follow the rules under the Himachal Pradesh Private Educational Institutions Regulation Act, 1997.

Will not be able to sell uniforms and books even on campus

The department has ordered private schools not to sell books, notebooks, uniforms or shoes on their premises nor to force parents to buy from any particular shop. Also, students cannot be forced to take books or notebooks bearing the school logo. Citing the previous orders of the court, the Education Department has clarified that building fund, development fund and infrastructure fund will not be taken from the students.

Warning of strict action if rules are broken

In the letter issued to the Deputy Directors, it has been warned that if a complaint is received against any private school for violation of these instructions, then action will be taken against the concerned school under the Right to Education Act 2009, Act 1997 and Rules 2003. Under this, the No Objection Certificate (NOC) of the school can also be cancelled.
