State Bureau, Ranchi. The budget session of Jharkhand Assembly will start from Wednesday, February 18. The session will formally begin with the address of Governor Santosh Kumar Gangwar. The Governor will enumerate the achievements of the state government in his address. Both the ruling party and the opposition have intensified their strategy regarding the session called till March 19.

For the smooth conduct of the session and to decide the outline, an all-party meeting was held in the Assembly premises on Tuesday under the chairmanship of Assembly Speaker Rabindranath Mahato, in which CM Hemant Soren, Parliamentary Affairs Minister Radhakrishna Kishore, Leader of Opposition Babulal Marandi and leaders of various parties participated. The Speaker sought cooperation from all parties for the smooth conduct of the session.

Since the civic elections were to be held on 23rd February, there was discussion on holding the proceedings of this day on 21st February. However, the final decision on this will be taken during the meeting of the Business Advisory Committee on Wednesday. The Assembly Speaker has appealed to all parties to ensure serious and positive discussion on issues of public interest.

Motion of thanks on the address on 19th February

The session will begin on February 18 with the address of Governor Santosh Kumar Gangwar. Motion of thanks will be brought on 19th February. The third supplementary expenditure statement for the financial year 2025-26 will be presented on 20 February. Whereas discussion on it is proposed on 23rd February.

However, due to Nagar Panchayat elections being scheduled in Jharkhand on February 23, the final decision on not running the House proceedings will be taken in the meeting of the Parliamentary Affairs Advisory Committee on that day so that the MLAs can fulfill the electoral responsibilities in their respective areas.

‘Abu Dishom’ budget will be presented on 24th February

Finance Minister Radhakrishna Kishore will present the general budget for the financial year 2026-27 on February 24. It will be presented as ‘Abu Dishom’ budget. There will be a general discussion on the budget on 25th February. The session will conclude on March 19 with a non-governmental resolution.

The government will present schemes like Abua Awas, Mainiyan Samman Yojana and Sarvajan Pension as achievements in this session. The possibility of new announcements regarding rural development, social security and infrastructure is also being expressed.

Initiative for digital and paperless proceedings for the first time

This time the budget session will be special in many ways. For the first time, the proceedings of the Assembly are being made digital and partly paperless through the National e-Vidhan App (Neva). Tabs have been provided to the MLAs, through which Zero Hour information will be shared online. There is a plan to make the proceedings completely paperless from the next session.

Indications for discussion on law and order and health

The state's health system and law and order situation were also discussed in the all-party meeting. The Chairman directed the officials to ensure timely answers to the pending questions. Parliamentary Affairs Minister Radha Krishna Kishore said that preparations have been made at all levels to ensure that the proceedings take place as per the rules and the session runs without interruption.

At the same time, the opposition is making a strategy to corner the government on issues like law and order, corruption, local policy and pace of development works. In such a situation, there are chances of a heated but meaningful debate in the House during the budget session. The budget session is being considered important, where on one hand the government will present the outline of its achievements and upcoming plans, while on the other hand the opposition will try to fix accountability on issues of public interest.
