Candidates nominating for the posts of Mayor and Councilor in the upcoming civic elections will have to open a separate bank account at least one day before the nomination. Under Municipal Election Rules 2026, it has been made mandatory for candidates to open an account a day before nomination.
According to the rules, this account should not be in joint names. In fact, the State Election Commission has issued strict instructions to make the upcoming civic elections transparent and fair. Under this, it will now be mandatory for every candidate to open a separate bank account before the date of filing nomination. All election related transactions will have to be done through this account.
The Commission says that this system has been implemented to monitor election expenditure and keep the accounts clear. The candidate will have to spend all the expenses including campaign, vehicle, posters, banners from this account. Special monitoring will be kept on cash transactions.
Action is also possible against candidates who do not follow the instructions. Election officials have been given the right to check bank account information at the time of nomination. This decision will increase transparency of election expenditure and prevent irregularities.
At the same time, during nomination, candidates will also have to provide details of bank account number, name of the bank, name of the branch and the balance amount of that account.
Details of expenditure will have to be given in the expenditure account register.
Under the Municipal Election Rules 2026, this time the candidates will also have to fill the expenditure account register in the elections. At the time of nomination the candidate will receive a form giving details of his election expenditure. This form has been prepared by the Commission.
According to the information, candidates will pay all their election expenses in this during the elections. Having the details of which candidates are spending on which items in the expenditure account register will bring fairness in the elections. At the same time, on the day when the candidate does not spend anything, the column will have to be filled with Nil i.e. blank.
