District Magistrate of Purnea Anshul Kumar IAS officer and in Bihar: For the successful conduct of Bihar Legislative Assembly General Election, 2025 (Election Management and Logistics), District Election Officer cum District Magistrate Anshul Kumar has been selected for the Best Election District Awards, the highest award related to elections at the national level. He will be honored on 25th January in the presence of His Excellency President Draupadi Murmu for his devotion to duty, perseverance and dedication to work in the last Bihar Legislative Assembly general election and excellent election management and excellent election work by implementing innovations in the best manner. It may be noted that even before this, in the last 2024 Lok Sabha elections, DM Anshul Kumar was honored with the Best Electoral Practices Award 2024 by the state government. At that time he was posted as District Election cum District Officer of Banka.

Purnia stood third in the state with 76.61 percent voting.

Under the leadership of District Election Officer-cum-District Officer Anshul Kumar, 76.61 percent voting took place in Purnia district in Bihar Legislative Assembly General Election, 2025, making it third among all 38 districts of Bihar. Kasba Assembly Constituency of Purnia district recorded 81.97 percent voting, which was recorded as the Assembly Constituency with highest VTR among all 243 Assembly Constituencies of Bihar State. This is an achievement which shows that Purnia district's excellence was not just mediocre but also included among the best performing assembly constituencies in the state. In the same sequence, 62-Purnia Legislative Assembly, which is an urban constituency, which had 59.21 percent voting in the 2020 Legislative Assembly elections, compared to 80.08 percent voting in 2025, which stood first in VTR increase in entire Bihar with an increase of about 21 percent. This is the biggest positive change in Bihar. This proves that urban apathy is not inevitable but can be changed through targeted management.

Effect of women empowerment visible in elections

Under the leadership of District Election Officer-cum-District Officer, 84.00 percent women voted in the Bihar Legislative Assembly general election in Purnia district, due to which Purnia district stood third in the entire Bihar state in the participation of women. 88.89 percent women voted in Bayasi Legislative Assembly of Purnia district, which stood fourth in Bihar, 88.09 percent in Amour Legislative Assembly, which stood fifth in Bihar and 86.11 percent voting took place in Kasba Legislative Assembly constituency, which stood ninth in Bihar. This election result proved that the District Election Officer-cum-District Officer worked with determination on women empowerment, which is commendable and promotes women empowerment. Under the leadership of the District Magistrate, the result of Bihar Legislative Assembly general election in Purnia district was such that it transformed statistical achievements into a living example of democratic revival. Bihar Legislative Assembly general election has set a benchmark. Under the leadership of District Magistrate Anshul Kumar, a model was created and it was shown that administrative excellence can transform democratic participation even in the most difficult circumstances. Purnia district became an icon of best practices in electoral performance, which would inspire similar changes across Bihar and beyond. For this excellent work, he will be awarded at the Election Commission of India, New Delhi on the occasion of National Voters' Day on 25th January, which will be a moment of pride for the residents of Purnia district.
