Jagran correspondent, Muzaffarpur. The lives of school children are in the hands of untrained drivers. Most of the private school buses in the district have untrained and inexperienced drivers. The conductor is also not aware of transport and traffic rules. There is always a threat to the lives of children traveling in these buses.
Transport rules are being violated in most of the school buses of the district. The guidelines of the Supreme Court are also being ignored. In the interest of financial gain, there are many school operators who do not care about the comfort and safety of the children. Very old and dilapidated vehicles are being used in many schools. Many do not have fitness and many are running without LTD and speed governor.
Such cases have also come to light in the investigation by the Transport Department. While the department took action on some, most were let off with a warning. In the face of the influence of the school operators, even the transport department is unable to muster the courage to take action against them. In the name of action, it fulfills its responsibility by fining small private school buses. The buses of many CBSE recognized schools remain unnoticed by the authorities. They often escape the brunt of action.
Drivers neither have driving license nor experience
The number of private schools in the district is continuously increasing. Among these, there are a large number of school buses which are under the responsibility of untrained drivers and attendants. Many do not even have licenses. Many school operators give the responsibility of children to the driver without checking his character.
The aim of school operators is to spend less and earn more income. There are a large number of private buses hired by schools which are not even fit for school use. Disregarding safety standards, children are made to sit in school vehicles like sheep and goats and are taken to schools.
School operators do not even obey the orders of the Supreme Court
The Supreme Court has given many instructions regarding school buses, but many school operators are ignoring the court's instructions. School children are being transported in vehicles without transport permits. The morale of school operators is high due to lack of action by the transport department.
This is the Supreme Court's guideline
There should be a trained attendant to pick up and drop the children in the school bus and a parent or teacher should accompany the children in the bus. The driver should have at least five years of experience. If a driver has been fined twice a year for violating transport rules and has been fined once a year for speeding, drunken driving or dangerous driving, then such drivers should not be hired.
School buses should have transport permit. The school bus should be yellow in color and On School Duty should be written on the front and back. The name and phone number of the school should be written. There are bars in the windows. There should be a fire extinguisher in the bus. There should be sufficient space between the seats. Along with this, many other instructions have been given.
Some important points for school bus safety
It is important to follow these for safety
Motor training expert Mohd. Moinuddin said that school bus drivers need to know some things. He said that while stopping the vehicle, one must look behind with the help of looking glass to see if any vehicle is coming. Will give signal before stopping the vehicle. Taking your foot off the accelerator pedal, turn the vehicle to the left, slowly press the brake, press the clutch fully, put the gear in neutral, turn off the ignition switch and then apply the hand brake.
In case of vehicle breakdown, the vehicle should be taken off the main road.
- Driving at high speed, driving at high speed on bad roads, keeping a safe distance from one vehicle to another. There is a possibility of an accident if you brake the vehicle without looking back, turn the vehicle without giving signal, take a turn without honking or signaling, and driving at night without lights.
Private school buses are being continuously inspected. Fine is also being imposed. Apart from roads, investigation is also being done by visiting schools. Fines are also being imposed if the documents are not correct. Action has been taken against many school operators.
