The National Human Rights Commission (NHRC) has taken suo motu cognizance of the case of assault and sexual harassment of female journalist Ruchi Tiwari, who had gone to cover the student protest at the North Campus of Delhi University (DU). The Commission has issued a notice to the Delhi Police Commissioner and sought a detailed report within two weeks.

This incident took place on February 13 when a protest was going on in Delhi University North Campus against the UGC rules. The female journalist who came to report the protest was surrounded by the mob and misbehaved with her.

Quoting media reports, the Commission said that the protesters targeted the journalist after identifying his caste. It is alleged that the mob beat her, sexually assaulted her and also threatened to parade her naked. The journalist had become unconscious during the attack. Later, she was brought out safely with the intervention of some teachers and women policemen deployed at the spot.

The Commission has said that if the allegations made in the news report are proved to be true, then it is not only an attack on the dignity of a woman but also raises serious questions on freedom of expression and independent functioning of the media. NHRC has sought detailed information from Delhi Police regarding the FIR lodged so far, identity of the accused, status of arrest, safety of the victim and progress of the investigation.

The victim journalist has alleged that she was targeted on the basis of her caste identity while performing professional duties. The Commission has clarified that after receiving the police report, the case will be reviewed and further action, necessary recommendations and instructions will be issued.
