Jagran correspondent, Shimla. Pensioners came out on the streets in Shimla on the second day of the budget session of Himachal Pradesh Assembly. Under the banner of Pensioners Joint Struggle Committee, pensioners staged a vigorous protest regarding their pending demands. Pensioners made serious allegations against the state government of adopting anti-promise and anti-employee-pensioner policies. The committee says that on 28 November 2025, thousands of pensioners had also taken out a huge rally against the government at Zorawar Stadium in Dharamshala. During that time the Chief Minister had assured the delegation of talks in the Assembly, but till date no meeting has been called.
Benefits are being withheld citing financial crisis
The Joint Struggle Committee alleged that the state government is withholding dearness allowance, arrears and other financial benefits of pensioners citing financial crisis, while the salaries and allowances of public representatives and pensions of officials of commissions are being increased.
These are the main demands of pensioners
The main demands of the committee include payment of gratuity, leave encashment, commutation and revised pension of retired employees from January 1, 2016 to January 31, 2022, 13 percent dearness allowance and payment of pending arrears, timely payment to pensioners of various boards-corporations and transport, electricity board, university and other departments.
..then there will be fierce demonstrations outside the assembly
Committee Chairman Suresh Thakur has warned that if the delegation is not called for talks soon, thousands of pensioners will protest outside the Assembly on the day the budget is presented. He said that the pensioners will not step back from the movement for their rights and the next demonstration will be bigger than the previous one.
Will not tolerate dual policy
He said that on one hand the government is complaining about the financial situation, on the other hand vehicles worth crores of rupees are being purchased in government departments. Pensioners will not tolerate such dual policy of the government.
