Jagran correspondent, Ranchi. The serious negligence of the government system and lack of mutual coordination has turned the lives of 16 families of the same apartment located at RIMS DIG Ground, including the families of eight other houses, upside down.

People who had bought flats with the help of their lifetime earnings, bank loans and dreams of the future are now standing on the streets. The administration is giving this argument that the land was disputed, but the map of the land on which the apartment was built was passed, mutation took place, certificate was received from RERA and banks even gave home loans. Now a bulldozer is running on the same building.

The question is not whether the encroachment should be removed or not, the question is why the common people are having to suffer the consequences of the government's mistake. The action of demolishing the Anandam Apartment in the South Block of RIMS has exposed the layers of the entire system. Built at a cost of about Rs 12 crore, this four-storey apartment had a total of 20 flats, out of which 16 flats had been sold. Rs 65 to 80 lakh were spent on each flat, while Rs 15 to 20 lakh were spent separately on the interior.

Now in a few weeks this building is going to be turned into debris. The biggest question before the flat owners is that when the land was disputed, then why did the government departments turn a blind eye for so many years.

Disputed land, yet map passed and mutation

The most serious aspect is that the land on which the apartment was built was already disputed. The case was going on in the court. Despite this the builder did not stop the construction work. Continuous notices were given to the builder by the then estate officer of RIMS, but the construction continued.

The surprising thing is that despite the controversy, the Municipal Corporation passed the plan of the building. The zonal office made the mutation and RERA gave certificate to the project. Not only this, banks also approve home loans to flat buyers after checking all the documents.

Now the question arises that at what level the mistake took place. If the land was acquired by RIMS then how did the Registrar do the registration. If the registry was wrong then how did the mutation happen and if everything was wrong then on what basis did the banks give loans worth crores of rupees.

This entire incident has made it clear that trusting government documents has now become risky. These are the documents that the government gives with the assurance that they can live in peace.

The action taken near DIG Ground has also exposed the government system. Here the two-storey house of former RIMS doctor Dr. ID Chaudhary was demolished with a bulldozer. He says that his land is a tenant and its mutation was duly done in the year 2004. He also kept paying land tax for the last 20 years.

For so long, no department raised any objection, but now suddenly the same land has been mutated again and it is being declared as RIMS land. The question is arising that how mutation of the same land twice was possible and who is responsible for it.

Local people allege that for years the government collected taxes from them and now houses are being demolished on the same land, terming it as encroachment. According to people, if the land was wrong then why was no action taken 20 years ago. Now when houses have been built, families have settled and bank loans have been taken, then to what extent is it justified to run bulldozers?

Dreams shattering under the shadow of bulldozers

The human aspect also came to the fore during the operation. Someone's child missed school, while a pregnant woman became homeless. Many families were seen taking out their essential items from damaged houses. Tears in the eyes and helplessness were clearly visible on the face.

People say that they respect the court, but why are they having to bear the brunt of the government's mistake. The flat owners allege that the administration is taking action by giving wrong and incomplete information in the court. They are showing their documents again and again, but no officer is ready to tell whose fault it is. The officials are taking action only citing the order.

16 families, loss worth crores and countless questions

Due to this action, capital worth crores of rupees of 16 flat owners has been lost. Many families had purchased flats by investing their entire savings, retirement funds and loans. Now they neither have a place to live nor any way to repay the bank loan.

The question of the flat owners is that when the banks gave the loan after checking the documents, then how should they pay the EMI. The apartment will be broken, but the debt will continue.

Case Study: Story of broken trust

A flat owner told that he had bought a flat worth about Rs 80 lakh by adding his father's entire retirement amount and his own savings. Emotionally he asked what answer he would give to his father now. In another case, a woman told that she bought a house by spending Rs 86 lakh, which was the biggest investment of her life. Now the house will be demolished, but the bank installments will not stop. Another flat owner Dinesh Kumar Singh says that the zonal office, Municipal Corporation, RERA and the bank, all had declared the land and the project as correct. In such a situation, where did he make a mistake? Now the builder is missing and the burden of debt is on his head.

Kunjan Kido, who lives near the DIG Ground, says that when land tax was taken for years and mutation was done, then how has encroachment happened now. If the documents are wrong then those officials should be arrested, due to which people's entire life's earnings were ruined.

Demand to fix accountability

This whole matter has made it clear that this is not just an action to remove encroachment, but a matter of deep negligence and possible corruption of the government system. Now the question is whether the administration will be freed from its responsibility just by demolishing the buildings.

The victims' families demand that strict action should be taken against the guilty officials, builders and land owners, the victims should be compensated and immediate relief should be given on bank loans. The action of RIMS and DIG Ground has once again raised the question that if government documents, registries, mutations and even bank loans are not safe, then whom should the common man trust? This issue is not just about the encroachment in RIMS, but about the credibility of the entire system.
