In a significant development in the ongoing breach of privilege proceedings, the Privileges Committee of the Delhi Assembly has issued formal summons to the Additional Chief Secretary (Home) of the Punjab Government, the Director General of Police (DGP) of Punjab and the Jalandhar Police Commissioner. The committee has directed these officers to appear in person on 27th February.

The committee has scheduled its meeting on 27 February 2026 to deliberate on the privilege case of alleged comments made by the Leader of Opposition of Delhi Assembly. The written replies submitted by the said officers have been taken on record by the Secretariat, which will be examined closely during the committee meeting. The Secretariat has already clarified in its letter dated 13th February that matters of privilege are personal to the individual concerned and they need to be answered in personal capacity only.

It is noteworthy that the committee had earlier directed these officers to submit their written reply by February 20, which was considered as the last opportunity to submit the material and comments sought by the committee. The committee had specifically sought copies of the original complaint which formed the basis of the FIR lodged in Jalandhar against Cabinet Minister Kapil Mishra, the FIR and the relevant technical and forensic reports prepared by the Punjab authorities.

Further, the Chairman of the Privileges Committee has taken cognizance that the opinion of the Advocate General, Government of Punjab does not fully address the concerns raised by the Delhi Assembly, however, the Committee will consider the same while examining the matter. A full copy of the Advocate General's opinion has been sought by February 27.
