New policy of UP Skill Development Mission

Digital Desk, Lucknow. Uttar Pradesh Skill Development Mission has implemented a revolutionary 'Performance-Based Grading Policy' to improve the efficiency of the training institutes of the state. The direct objective of this initiative, launched under the leadership of Chief Minister Yogi Adityanath, is to increase the quality of skill training and strengthen the employability of the youth. The government believes that this policy will increase healthy competition among the institutions, which will directly benefit the youth of the state.

Grading will be decided on the basis of long term performance

Minister of State (Independent Charge) for Vocational Education and Skill Development, Kapil Dev Aggarwal said that under the new policy, the evaluation of institutions will be done on the basis of data available on the portal by the last day of February every year. The special thing is that the grading for the year 2026-27 will be based on the average performance of the last three years (2023-24 to 2025-26). After the grading is finalized in March, new targets will be allotted to the institutions in the month of April on this basis.

Classification from A to D category

According to Mission Director Pulkit Khare, a total of 1712 training providers have been included in this grading system. A total standard of 40 marks has been fixed for evaluation. In this, institutions scoring 36-40 marks will be categorized as 'A' grade, 30-36 as 'B' grade, 25-30 as 'C' grade and those scoring less than 25 marks will be categorized as 'D' grade. Only those institutions which are not debarred or blacklisted will be part of this process.

Better performers will get more opportunities

This new system focuses on enrolment, completion of training and outcome based performance. Along with private centres, government institutions, startups and disabled training centers have also been included in it. The clear message of the new policy is that better performing institutions will be given more opportunities, while pressure for improvement will increase on weaker performing centres. This will ultimately provide world class skill training to the youth.
