State Bureau, Lucknow. The three-day 86th All India Presiding Officers Conference began on Monday at Vidhan Bhavan. It was inaugurated by Governor Anandiben Patel and Lok Sabha Speaker Om Birla. In the keynote address, Om Birla said that it is the collective responsibility of all of us to increase public confidence in the legislature.

Expressing concern over the continuous reduction in the time of proceedings of the State Legislative Assemblies, he said that it is necessary to ensure fixed and adequate time for the State Legislatures. The longer the House continues, the more meaningful, serious and result-oriented discussion will be possible.

Irrespective of which political party the Presiding Officer has been elected, his conduct while running the House should be completely fair and impartial, above party politics. Fairness should not only be there, but it should also be clearly visible.

In the inaugural session held in the Legislative Assembly Pavilion, the Speaker of the Lok Sabha said that it is only through the legislature that the aspirations and voices of the people reach the government. In the era of information and communication technology and internet media, the public keeps a constant eye on the conduct of public representatives.

In such a situation, maintaining parliamentary etiquette, discipline and authenticity of the House has become an even bigger responsibility. He said that platforms like All India Presiding Officers Conference strengthen cooperation and coordination among democratic institutions, thereby making governance more effective. These conferences help in harmonizing policies and welfare measures across the country.

It is the responsibility of the Presiding Officers to provide adequate opportunity to all the members in the House, especially the new and young MLAs, so that the Legislature remains the most effective forum for raising the problems of the public. Presiding Officers of Legislative Assemblies and six Legislative Councils of 28 States, three Union Territories are participating in the conference.

Referring to the cultural, historical and democratic heritage of the state, Governor Anandiben Patel said that this state has been a living center of Vedic culture, philosophy and democratic consciousness. The Legislature is a sacred platform for giving voice to public aspirations and the significance of the House is determined not only by the number of debates, but by the attitude towards public welfare, factual and solution-oriented discussions.

Only if dialogue turns into solutions, parliamentary democracy becomes strong and trustworthy. Describing the disruption in the proceedings of the House as a serious challenge, he said that it hampers the discussion on important topics of public interest and affects the public's confidence in democracy.

Describing difference of opinions as the strength of democracy, he called for accepting disagreement as democratic beauty. He said that the conference of presiding officers will give a new direction to democratic norms.

The Governor said that the Speaker of the Lok Sabha has given an important suggestion regarding the functioning of the Parliament and Legislative Assemblies that their time limit should be fixed. Even when assemblies last for four, five or ten days, many times MLAs do not get adequate opportunity to express their views.

It is the responsibility of all of us to implement this seriously. He expected that concrete decisions will be taken on this subject in the conference, so that legislative work can become more effective, well-organized and public interest. On this occasion, the book ‘Parliamentary Method and Procedure of Uttar Pradesh Legislative Assembly’ was also released.

Rajya Sabha Deputy Chairman Harivansh said that the land of Uttar Pradesh has been a sacred land of history, civilization, culture and spirituality. Holy places like Kashi, Prayagraj, Ayodhya, Naimisharanya, Chitrakoot and Sarnath have always provided direction to the cultural consciousness of India.

In a message depicting the glorious nature of the state, an impressive slogan like 'UP nahi dekha to India nahi dekha' was seen, which meaningfully reflects the historical, cultural and spiritual importance of the state. This conference is an effective platform for lively dialogue between the presiding officers.

This event takes place once a year. Under the encouragement and guidance of Lok Sabha Speaker Om Birla, in recent years there have been more opportunities for decision, dialogue and discussion on parliamentary issues.
