On the one hand, the Excise Department has openly issued licenses for one day bars for the celebration of New Year 2026, while on the other hand it has also made preparations to deal strictly with those who play with the rules under the guise of celebrations. The department has come into full alert mode since New Year's Eve. Excise Commissioner Anuradha has made it clear that there will be no compromise with law and order, peace and security.
Of course, for New Year celebrations, 608 one-day (one-day) bar licenses have been issued across the state. But, under this, strict conditions have been imposed for operating the bar. All license holders have been instructed to ensure strict adherence to Don't Drink and Drive. It has been instructed that in case of violation of rules, illegal serving of liquor or disturbance of peace, a case will be registered against both the organizers and consumers along with fine. Fire safety and parking are mandatory. Strict fire safety arrangements have been made mandatory in all bars and liquor shops, for which the entire responsibility of the licensee will be. Along with this, a warning has been given of strict action if there is no adequate parking arrangement, so that the traffic system is not disrupted. Patrolling till late night, crackdown on overrating. Excise Commissioner Pal said that the excise staff will patrol till late night to maintain peace on New Year's night. A special surprise inspection campaign is being conducted across the state regarding complaints of overrating at liquor shops. Strict blockade at the entry points of Mussoorie and Nainital. To stop smuggling of illegal liquor, continuous checking campaign is going on at all the interstate and international excise check posts including the entry points of Dehradun, Mussoorie and Nainital. Instructions have been given to the Joint and Assistant Excise Commissioners of Kumaon and Garhwal divisions to take special enforcement action.

Strict action will be taken against spurious liquor. Excise Commissioner bluntly said that zero tolerance policy has been adopted on spurious and illegal liquor being sold under the guise of legal liquor. Special operations have been intensified in Dehradun, Rishikesh, Haridwar, Laksar, Ramnagar, Haldwani, Kashipur and Rudrapur against liquor being brought from outside states. The Excise Department claims that these strict steps will not only effectively curb liquor smuggling, but will also ensure the safety of both revenue and public health. International bottling plant ready in Haridwar, smuggling will be curbed along with employment. Meanwhile, the Excise Department has informed that an international level bottling plant established by M/s Rajasthan Liquor Private Limited in Haridwar is ready, which will start production soon.
