500 CISF inspectors got only one promotion in 30-34 years of service (file photo)
PTI, New Delhi. More than 500 inspectors of the Central Industrial Security Force (CISF) have filed applications demanding an impartial cadre review to ensure timely promotions. He says he is facing an "unprecedented" stagnation in his career, as he has received only one promotion in his 30 to 34 year long career.
These officers have sent several applications to their headquarters, in which the February 2 order of the Supreme Court issued in their favor has been mentioned. While disposing of the special leave petition, the apex court had directed that the work of cadre review for CISF should be completed within three months.
Inspectors in CISF are initially recruited as sub-inspectors. Their next promotion is to Inspector and then to Assistant Commandant, which is the entry level gazetted officer rank. At present there are about 3,000 inspectors and about 17,000 sub-inspectors in the force of about two lakh personnel.
The petitioners say that there is stagnation from the level of Inspector to the post of Assistant Commandant. He says many people are retiring after more than three decades of impeccable service and have got just one promotion (Inspector). This stagnation in career is the cause of severe discrimination, low morale and violation of their basic rights.
A senior CISF officer said the cadre review for Group 'A' service officers is underway and it will be done in a fair manner keeping in mind all categories of employees.
Inspectors have attributed this unprecedented stagnation in their careers to "systematic" reduction in promotion quota, "irregularities" in rank positions compared to other Central Armed Police Forces (CAPFs) and non-adherence to Department of Personnel and Training (DoPT) guidelines on cadre management.
He has also demanded parity with other CAPFs like CRPF, BSF, ITBP and SSB. They claim that sub-inspectors recruited in these forces have reached the rank of higher gazetted officers and their careers are at a standstill despite joining the service through the same combined SSC examination.
“It has been a long battle for us,” said an inspector who has been serving for 32 years. The Supreme Court found merit in our arguments and accepted that we were stuck in our careers due to not getting the right promotion. Hopefully this time we will be treated fairly and that is why we have appealed for justice from our headquarters.
