New Delhi Taking a big decision, the Assam government has constituted the Eighth Pay Commission 2026, which has paved the way for increasing the salaries of lakhs of government employees.
According to the Finance Department order, this new commission will be headed by former Additional Chief Secretary Subhash Chandra Das and will include seven other members. The Assam government has taken this step when the central employees are eagerly waiting for increased salary and pension.
Commission will submit report in 18 months
The last pay revision in the state came into effect from April 1, 2016, which was based on the recommendations of the 7th Assam 'Pay and Productivity' Pay Commission. Now after about ten years, there is preparation for a major change in the salary structure. The Eighth Pay Commission will submit its report to the government within 18 months.
It is clearly stated in the government notification that
The government does not want to be limited to just increasing salaries. It aims to strengthen financial stability, improve service delivery and enhance administrative capacity. For this, emphasis will also be laid on structural reforms like human resource management, adoption of new technologies, result-based administration and balancing the workforce.
Employees will not come under the purview of the commission
However, the scope of this Commission will not include All India Service (AIS) officers, posts in educational institutions in UGC/AICTE or technical pay scales and judicial officers drawing pay under Shetty Commission and other National Judicial Pay Commissions.
The commission will also review the pay structure of state pensioners and family pensioners. Especially on the basis of fluctuations in the Consumer Price Index (CPI), new recommendations will be given regarding inflation relief, changes in pension and financial balance.

When will the new salary be implemented in the states?
In fact, whenever the new pay commission is implemented, central government employees are the first to get the benefits. But the picture is different for state government employees (8th Pay Commission state employees) and pensioners. In such a situation, it is believed that only after the Central Eighth Pay Commission is implemented, the employees of the states will get increased salary.
Why do state governments form separate pay commissions?
The economic condition, revenue and budget capacity of every state is different. Therefore, instead of directly implementing the recommendations of the Central Pay Commission, the states form their own State Pay Commission, so that the salary, pension and allowances can be decided according to the economy of the state. Recently, the Assam government has also formed its own pay commission (Assam 8th State Pay Commission).
11th Pay Commission going on in Kerala and 6th in Punjab
It is also not necessary that pay commission comes in every state within 10 years. Currently the 11th Pay Commission is going on in Kerala, 7th in Karnataka and 6th in Punjab (Punjab 6th Pay Commission). Dr. Manjeet Singh Patel, National President of All India NPS Employee Federation, says that despite having separate commissions, the pay structure of the Center and the states remains almost the same.
The process of states is like Central Pay Commission
The process of State Pay Commission is almost similar to that of Central Pay Commission. A chairman and members are appointed, the report is prepared, a group of ministers consider it and then the state government takes the final decision.
Does the salary of state employees increase as much as the center?
In most cases the fitment factor is the same as the Centre, although it may be slightly less or more in some states. For example, the fitment factor of the 7th Central Pay Commission was 2.57 (State fitment factor), while in the 6th Pay Commission of Punjab it was 2.59 and in Uttar Pradesh it was 2.57.
