State Bureau, New Delhi. The restrictions of the "Graded Response Action Plan" (GRAPE), implemented to control air pollution in Delhi, have also put brakes on the development plans of the Public Works Department (PWD).

Due to strict pollution related rules, PWD's ambitious "Golchakkar Beautification Project" could not be completed on time. Now the government has set March 2026 as the new deadline to complete this project.

The Delhi government had in November last year announced the facelift of more than 40 major roundabouts with the aim of beautifying the city.

Under the project, artistic landscaping, modern lighting systems, installation of sculptures, murals and theme-based greenery are to be developed at these roundabouts. It aims to enrich the visual identity of the national capital and present it as a modern city.

Challenge of pollution and safety

A senior PWD official said, 'Our target was to complete the work on all 40-plus roundabouts by the end of January this year. But due to grape restrictions the construction work came to a halt for several days. Due to this, the project timeline had to be extended slightly.'The official further said that apart from the delay in the construction work, another major concern is the safety of the expensive items being installed. This issue was discussed in a recent meeting with senior government officials. PWD often faces problems like theft and vandalism.

Incidents of theft increased concern

Officials acknowledged that theft, sanitation and maintenance issues arise within a few months of completing projects. In the past, incidents of theft of electrical parts, iron grills and damage to gardening items have been reported at prominent places. Earlier incidents like theft of expensive items inside the Pragati Maidan tunnel, escalator parts on the foot overbridge and damage to the electrical wires of the musical fountain on Mathura Road have caused huge damage to government property.

Officials believe that there is a need to take a concrete policy decision to protect these assets. At present, the entire focus of PWD is on completing this beautification work safely by the end of March.
