Bhagalpur Municipal Corporation: Traders Troubled By Continuous Notice Of Trade License-cleaning Fee, Questions Regarding Fee Rates

Jagran correspondent, Bhagalpur. The business establishments of the city are under pressure these days due to the strictness of the Municipal Corporation. Notices are being issued one after the other regarding trade license, building map violation, water and sanitation user charges. Due to this, dissatisfaction among businessmen is increasing. He says that the market condition is already weak, hence continuous notices and charges have affected the business.

After receiving the notice of trade license renewal, notice of building map violation is being sent. Along with this, user charges for water and sanitation are also being added along with holding tax. Many establishments have also been informed of outstanding withholding tax. The pressure of payment for many items simultaneously is affecting the financial condition of small shopkeepers and middle class businessmen.

Questions are also being raised regarding fee rates

Traders say that clear information is not being given on what basis the user charge and other charges are being calculated. Especially Sudhir Kumar, a small shopkeeper of Khalifabagh, says that his income is limited, but the burden of fees is continuously increasing.

There is also dissatisfaction regarding the cleanliness system. The corporation does not have proper arrangement for separate garbage collection from institutions and market areas. Due to lack of regular garbage collection, filth spreads, while user charges are being collected. Unless the service improves, additional charges cannot be considered justified.

It is not appropriate to charge cleaning and water charges without providing proper facilities.

Abhishek Jain of Eastern Bihar Chamber of Commerce said that in many establishments water connection is not available, yet charges are being levied. Businessmen are facing problems due to lack of regular garbage collection. Charging without convenience is unjust and unfair.

The corporation should first improve the system and then impose fees. When the sanitation system is not proper, there is no justification for user charges. Dissatisfaction among people is increasing due to repeated sending of notices. The corporation should understand and solve the problems of the traders.

Therefore, unless complete facilities are available, cleaning and water charges should not be charged. CA Puneet Chaudhary says that he will contact the Minister of Urban Development Department. Earlier the holding had tripled, but when the matter was put to the government, it was reduced. The matter will be discussed with the Mayor and Municipal Commissioner.
