Samvad Sutra, Purnia East (Purnia). Bihar Revenue Service Union Purnia unit has sounded the alarm of indefinite strike in protest against the decision number 23 and 30 taken by Bihar Government in the cabinet meeting on 29.01.2026.
The union has termed this move of the government as a direct attack on the existence of the Revenue Service Cadre and a clear violation of the orders of the High Court, Patna.
Officials of Bihar Revenue Service Association, Purnia issued a joint statement saying that changing the designation of 'Land Reform Deputy Collector' to 'Sub-Divisional Revenue Officer' through Cabinet Decision No. 23 and creation of 101 new posts for Bihar Administrative Service under Decision No. 30, is a direct conspiracy to close the paths of promotion of revenue officers.
The union alleges that despite the orders passed by the High Court, Patna in CWJC No. 5902/2024, the government has changed the names of the posts to legalize the deployment of other services on technical and cadre posts.
This step is contrary to the spirit of MJC No. 2380/2025 pending in the Court and amounts to misleading the Court. Officials say that digitization and preservation of land records has become possible in Bihar only after the formation of the Revenue Service.
In the past years, it has been seen that due to non-cadre officers not having technical understanding of revenue, important works like online filing-dismissal, jamabandi reform and mutation appeal have been affected.
Public interest is being hampered due to lack of efficiency in technical posts like DLAO. Bihar Revenue Service Union, Purnia District Unit has unanimously decided that 'until the government completely withdraws the Cabinet Decision No. 23 and 30 of 29 January 2026, all the officers of the Revenue Service will remain on indefinite strike.
This movement is not just for position, but for cadre respect and constitutional protection.
