Jagran correspondent, Bhagalpur. The process of implementing the development plans of the Municipal Corporation has once again come to a standstill. Recently, the corporation administration had issued re-tender for more than 70 schemes, but the expected competition could not be found in six of these schemes. In some schemes only one contractor submitted a tender, while in some not even a single application was received. In such a situation, the tender process of these schemes has been canceled as per the rules.
According to Municipal Corporation officials, it is mandatory to cancel the tender in case of a single tender to ensure a transparent and competitive process. At the same time, the technical and financial conditions of some schemes were such that the contractors did not show interest. Rising cost of construction material and conditions related to work period are also being considered as a reason for low response.
The canceled schemes include works related to road, drain construction and other infrastructure. Due to pending of these projects, development work in the concerned areas has come to a standstill and common people have to wait for basic facilities. Due to repeated cancellation of tenders, the timelines of the schemes are also being affected. Development work is blocked. Many tasks which are to be done are not being done.
Now the corporation administration has started preparing to re-issue tender for these six schemes. The concerned branch has been instructed to review the conditions and publish a new tender with revised provisions soon, so that more and more contractors can participate. Apart from this, publication of other tenders keeping in mind the development of Bhagalpur was also discussed.
Officials say that the entire process will be completed in a transparent manner and efforts will be made to start work on the schemes soon, so that the city residents can get the benefits of the development works.
