State Bureau, Lucknow. The state government has informed the central government about the problems of not getting the funds on time in centrally aided schemes. It has been said that the new system SAA-SPARSH (Single Nodal Agency-System of Integrated Quick Transfer) should be implemented in a phased manner. DBT schemes related to beneficiaries should be kept out of it for now so that the beneficiaries are not affected by the delay in receiving the funds.

Finance Minister Suresh Kumar Khanna informed Union Finance Minister Nirmala Sitharaman about the problems being faced in fund transfer due to SNA-Sparsh in the meeting held in Delhi on Saturday to discuss the Union Budget. He said that the schemes of SNA-Sparsh should be made practical and accessible, so that funds can be received in time for centrally aided schemes.

In this system, practical problems are arising due to the central states not coming into the Consolidated Fund. Even after the system is completely digital, continuous changes in the Public Financial Management System/Integrated Financial Management System (PFMS-IFMS), limitations in file upload and time taken for approval by Central Ministries are causing delays in payments.

UP has been taken into the third phase of this system, but the time limit has been kept the same for all the phases. This is not practical for large states. Demanded that the time limit of the schemes in SNA-Sparsh should be extended.

Let us tell you that the number of centrally assisted schemes keeps changing. At present, about 70 schemes like Pradhan Mantri Awas Yojana, Swachh Bharat Mission, Samagra Shiksha Abhiyan, National Rural Livelihood Mission and MNREGA are operating in the state.

Central assistance is provided for the schemes of medical education, irrigation and water resources, revenue shortage and natural disasters, housing and urban planning, energy, women's welfare, social welfare and tribal welfare, basic education, urban development, agriculture, urban employment and poverty alleviation, Panchayati Raj, child development and nutrition, medical health and family welfare, rural development, public works, food and logistics, home-police, infrastructure, industrial development as well as other departments. Till November, three departments had not received any funds in their schemes.

Housing and Urban Planning Department got only 18.7 percent, Energy Department got 23.2, Women Welfare Department got 25.3, Social Welfare and Tribal Welfare got 26, Basic Education Department got 30.2, Urban Development got 30.8 and Agriculture departments got only 31.4 percent of the funds under the central share.

Now there is a system to send money directly from the center to the beneficiary's account.

Till now, the central share under centrally aided schemes in the state has been sent directly to the concerned department. The funds have been paid to the concerned agency from the department level. In this system, the amount of central assistance remained stuck with the department for many days.

Under SNA-Sparsh, the Center has now made a provision that once the utilization certificate of the budget is received along with the bill voucher, the funds are transferred directly to the concerned person or agency.

With this system, funds will not remain pending with the departments. The correct beneficiary will receive the funds directly. That means, the more you spend, the more money you will get.
