Dialogue Associate, Tardih. The intention of the government was to provide services of all departments under one roof to the villagers at the Panchayat level. For this purpose, Panchayat Government Building was constructed, so that it could function as a mini secretariat for the villagers.

Here, availability of information and applications related to birth-death certificates, housing, pension and agricultural schemes, grievance redressal and officials of agriculture, zonal and social welfare departments can be ensured.

People can also get banking and post office facilities. But, the irony is that due to lack of government arrangements, Panchayat Government Building has become just a building for the common people. The rooms in most of the Panchayat government buildings are lying vacant and remain locked.

Since Panchayat secretaries and zonal workers are given charge of two to three Panchayats, their presence at the Panchayat government buildings remains negligible. The situation is that ID and password have not been provided to the executive assistants posted in the Panchayat.

Due to this, neither the work related to birth certificate is being done nor the process of pension application or correction in it is being completed. Villagers are forced to travel to the block office about 10 kilometers away, due to which both time and money are being wasted.

In the first phase in the block area, Panchayat government buildings were constructed in Lagma, Pokharbhinda and Kursomchaita panchayats. At present construction work is going on in other panchayats also.

At the same time, the government has also announced that post office, bank and library facilities will be provided in Panchayat government buildings, but how effective this scheme will prove to be, remains to be seen in the future.

The condition of the Panchayat government building built in the former Panchayat is also becoming dilapidated. After construction, no concrete initiative has been taken till date in the name of repair. The windows are broken and the condition of the building is getting worse day by day.

All government facilities are not available under one roof

President of the Mukhiya Sangh and head of Lagma Panchayat, Ramashray Choudhary, says that the original objective of the Panchayat Government Building was to provide all the government facilities to the Panchayat residents under one roof, but this objective now seems to be fading.

He said that despite the presence of Executive Assistant, no government work is possible due to lack of ID and password. Block Panchayati Raj Officer Khagendra Mohan said that in the light of the departmental letter, postal department personnel had contacted Lagma and Pokharbhinda.

Due to absence of post office in Kurso Machaita Panchayat, no post office facility has been started. No representative of the bank has made any contact till now. Villagers say that if regular deployment of personnel, technical facilities and maintenance arrangements are made in Panchayat government buildings, then this scheme can really prove to be a boon for the villagers.
