Union Home Minister Amit Shah reached Kishanganj on the first day of his three-day Seemanchal tour that began on Wednesday and chaired a high-level review meeting at the Zilla Parishad auditorium. The Home Minister said that a special action plan will be prepared for a permanent solution to infiltration in Seemanchal. The intruder will be identified and strict action will be taken against him. Progress reports of various projects were presented in the meeting and future action plans were discussed in detail. Development and Security from Vibrant Village Program
The Home Minister also discussed the Vibrant Village Program in the meeting. He said that basic facilities like education, health, roads, employment will be provided in the villages located on the international borders. 53 Vibrant Villages have been selected in Bihar, which includes 22 villages of Kishanganj district. Communication channels will be improved in these villages and focus will be on employment generation, so that migration from Seemanchal can be stopped and security can be strengthened.
A total of 1,954 villages along the India-Bangladesh, India-Nepal, India-Bhutan, India-Myanmar and India-Pakistan borders have been covered under this scheme. Its objectives are to promote tourism, preserve local culture, reduce migration and strengthen border security. Amit Shah said that the government will make Vibrant Villages so strong that people do not migrate from these areas and the border remains safe.
Serious discussion on demographic change in Seemanchal
Demographic changes in Seemanchal were also discussed in the meeting. There has been an increase in minority population in Seemanchal from other parts of the country after the 2011 census, which is being linked to Bangladeshi infiltration, high birth rate and local socio-economic reasons. The Home Minister said in the meeting that Seemanchal is very important from the point of view of national security. Negative statements keep coming from Nepal, Bangladesh and China regarding 'chicken neck' and Siliguri corridor. He directed that incidents of infiltration should be monitored and concrete steps should be taken to identify and stop the infiltrators.

IB Director, ADG Kundan Krishnan, DM Vishal Raj, DG ITBP Satrajit Kapoor, DG SSB Sanjay Singhal and other senior officers were present in the meeting. Amit Shah stressed on better coordination between security agencies. He said that police, paramilitary forces and army will have to work together in Seemanchal.
Amit Shah said that the Central Government is serious about the security of the border districts and a detailed security plan has been made for this. In the meeting, ways to stop infiltration and curb illegal activities in four districts of Seemanchal—Kishanganj, Araria, Purnia and Katihar—were discussed.
