Dusib Made Emergency Shelter Plan For Patients, Strict Instructions From Delhi High Court

Jagran correspondent, New Delhi. The Delhi High Court on Tuesday directed the Delhi Urban Shelter Improvement Board (DUSIB) to prepare an emergency plan to save people forced to live under the open sky outside government hospitals from inclement weather conditions.

A bench of Chief Justice Devendra Kumar Upadhyay and Justice Tejas Karia said that DUSIB will prepare two annual short-term emergency plans to deal with heat and cold wave situations. The court also said that the said scheme should be implemented after the approval of the monitoring committee that oversees the issue.

The court made the above observation while hearing a PIL initiated after taking cognizance of a news report related to the problem of patients and attendants being treated in the open air outside the All India Institute of Medical Sciences (AIIMS). The bench said that the summer plan should be prepared during January-February and implemented when heat wave conditions begin in May-June. The bench said that the plan should have scope to extend it during July-August. The bench said that the plan to deal with the cold wave situation should be made during July-August and implemented in December, January and February. The bench said that the action plan should be approved by the Principal District Judge South during the coordination meeting and thereafter it can be implemented. The court took on record that AIIMS has made arrangements for the patients and their relatives at identified campus locations. Presented a status report regarding various coordinated welfare and support measures for the Timadars. This includes points of shelter, transportation, security, sanitation, food assistance and on-ground monitoring.

The report said that coordinated efforts have been intensified with the cooperation of DUSIB, New Delhi Municipal Council (NDMC), Municipal Corporation of Delhi (MCD), Central Public Works Department (CPWD), Public Works Department (PWD), Delhi Police and other agencies. The report also said that AIIMS has operationalized and augmented shelter facilities at several locations in and around its campus. 750 beds were completely occupied at these sites. The report also said that the hospital security staff, along with Delhi Police, have taken steps to shift the patients waiting on the footpath and their accompanying people to shelters.

The report said that the food facility was provided through a non-profit organization called Society for Promotion of Youth and Masses (SPYM). The court appreciated the above steps and coordinated efforts have started yielding concrete results, but continued supervision is required to avoid any lapse in future. On January 16, the bench had called upon the Delhi High Court Bar Association to raise funds for Vishram Sadan.
