Jagran correspondent, Dehradun. The Enforcement Directorate (ED) has filed a prosecution complaint (charge sheet) against three accused in the special PMLA court in a money laundering case related to registry fraud in Dehradun, the capital of Uttarakhand.
In the charge sheet filed by ED, Humayun Parvez, Mohd. Advocate and Mukesh Kumar Gupta have been made accused. A case has been registered against them under Money Laundering Act. Earlier in August 2024, ED had raided the premises of several accused in the case of registry fraud/illegal land purchase.
According to the ED, it was an organized and well-planned gang which tampered with land records in the state registry and revenue archives to change ownership, sold them illegally and made illegal earnings worth crores of rupees. ED investigation revealed that the accused manipulated the original records of 1958 related to 2,550 square yards of valuable land located in Mauza Majra, Pargana Central Doon area of Dehradun.
Fake documents were prepared by altering old records in official registers. After this, between 2019 and 2020, these lands were sold by doing fake registration.
Games in the name of dead relatives
ED exposed that the land was first shown to be transferred in the name of deceased relatives of the accused. For example, a property was registered in the name of Humayun Parvez's late father Jalilur Rehman. After this, the accused claimed to be the legal heirs of these deceased persons and claimed legal rights over the property. The land was sold to innocent buyers on the basis of fake wills and documents.
Illegal earnings worth crores
According to ED, Humayun Parvez earned around Rs 3.66 crore through 11 fake registries. Similarly Mohd. The lawyer earned around Rs 40 lakh from illegal land sale. Investigation also revealed that the accused used to access the original records in connivance with some employees of the registrar offices. Records were tampered with in the registrar offices of Dehradun and Saharanpur.
Cash and jewelery recovered in raids
During the investigation of the case, ED conducted a search operation in August 2024. In which Rs 24.50 lakh in cash was seized from the premises of the accused and Rs 11.50 lakh was frozen in the bank accounts. Also, diamond, gold and silver jewelery worth Rs 58.80 lakh were recovered. ED says the accused tried to disguise illegal earnings as legitimate assets, which is a clear case of money laundering. According to the investigating agency, this entire case was part of a well-organized criminal conspiracy, in which Proceeds of Crime (POC) were prepared by tampering with government records.
ED has demanded strict action against the accused in the charge sheet filed in the special PMLA court. Further investigation is going on in the case and the role of other possible involved persons is being investigated. Police had registered 13 cases, arrested 20 accused.
The case of registry fraud came to light in July 2023. In which it was revealed that some renowned advocates, in collaboration with property dealers and land mafia, had infiltrated the record room of the Sub Registrar office of Dehradun and changed the records of the registries. Records have also been missing from the revenue archives of the Collectorate.
In this work, some personnel of the Sub Registrar Office also helped in the fraud. After the strict stance of Chief Minister Pushkar Singh Dhami, 02 SITs (Police and Stamp and Registration Department) were formed in the case. The police registered 13 cases of registry fraud and sent 20 accused to jail.
One of these accused, KP Singh, has died in Saharanpur jail. At the same time, on the recommendation of the SIT of the Stamp Department, around 100 FIRs were filed. This was considered the biggest registry and land fraud ever. Police have already filed a total of 21 charge sheets against 13 accused in the case.
