Delhi High Court sent circular.
Jagran correspondent, New Delhi. In compliance with the recent directions of Delhi High Court, Tihar Jail Headquarters has sent a circular to all Jail Superintendents to ensure transparency on furlough and parole applications.
The Jail Headquarters has issued a clear order saying that in the process of taking decisions on parole and furlough applications, complete information about the jail conduct and release history of the prisoners should be included in the nominal roll. The move has been taken following concerns expressed by the Delhi High Court in a criminal writ petition.
The Court had observed that there was delay in deciding parole and furlough petitions due to lack of material facts in the nominal roll.
The circular tells jail superintendents that it will be mandatory to record in the nominal roll the clear reasons for denial of parole or furlough, specific incidents and dates of misconduct of the prisoner, type of punishment (major or minor) and complete history of jail conduct.
