Jagran correspondent, Dhanbad. The Directorate General of Fire Services, Civil Defense and Home Guards (DGCDFSHG) under the Union Home Ministry, New Delhi has now issued an order to give duty on rotation to the Home Guard personnel of all the states.
There is resentment among the soldiers due to this. There is anger among the soldiers regarding this order of the Directorate General. The soldiers have clearly said that on the one hand, they get less duty and by implementing rotation system on it, they will get very less work. This will also affect their financial condition.
Regarding the matter, Jharkhand Home Guard Welfare Association has announced to withdraw this order from the Directorate General or else they will siege the New Delhi office.
What is the whole matter?
The Directorate General has said in its issued order letter that Home Guard is an autonomous body, which works under the provisions made by the respective states and union territories.
It has been considered a voluntary organization by the Home Ministry. The soldiers are recruited as volunteers and are given duty on temporary, need based and non-permanent basis.
The Directorate General has also said that the soldiers are being made to work for long hours without giving any rest. In such a situation, the volunteers are demanding regularization.
In such a situation, their long-term deployment practice is stopped. The Directorate General has ordered all the states to deploy Home Guard personnel on rotation basis. There is resentment among the soldiers against this order of the Directorate General.
Here, State President of Jharkhand Home Guard Welfare Association, Ravi Mukherjee said that the soldiers get less duty. The situation is that they are used as per the need.
If rotation system is implemented then the honorarium received will also reduce. In such a situation, the soldiers will have to face financial crisis.
He said that if the order is not withdrawn, Home Guard soldiers from across the country will be forced to surround the Home Ministry and the Directorate General. He said that the association is in touch with Home Guard jawans of other states.
